Job Overview:
The Programme Assistant will play a crucial role in supporting the Programme Officer and Programme Coordinator in the coordination, implementation, monitoring, and reporting of community resilience activities. This position is essential for ensuring that the program workplan is adhered to and that activities are delivered on time. The Programme Assistant will be responsible for completing necessary administrative and logistical documentation to facilitate the smooth implementation of resilience-building activities, in accordance with IOM procedures and timelines. The role requires effective communication and collaboration with government counterparts, community leaders, and partner organizations to support the planning and delivery of community-based resilience initiatives. The Programme Assistant will also assist in data collection and verification, community engagement sessions, and the development of public information materials related to emergency preparedness and disaster risk reduction. This position demands a proactive approach to community engagement and a commitment to IOM's policies and procedures, including the prevention of sexual exploitation and abuse.

Duties and Responsibilities:
  • Assist the Programme Officer and Programme Coordinator in coordinating and implementing community resilience activities.
  • Complete administrative and logistical documentation required for the implementation of resilience-building activities.
  • Liaise with government counterparts, community leaders, and partner organizations to support community-based initiatives.
  • Collect and verify data and community inputs for risk reduction activities.
  • Facilitate community engagement sessions, including workshops and focus group discussions.
  • Contribute to the development of public information materials on emergency preparedness and disaster risk reduction.
  • Ensure appropriate branding of key products and events with IOM and donor logos.
  • Travel as necessary for monitoring visits and training purposes.

Required Qualifications:
  • Bachelor’s degree in community development, environmental studies, public health, disaster risk management, public administration, or a related field from an accredited institution, with at least four years of relevant professional experience; or a high school diploma with at least six years of relevant professional experience.
  • Experience in community resilience and emergency management.
  • Experience in implementing small-scale projects and/or construction trades.
  • Experience leading group and community-level discussions.
  • Proficient in MS Office and/or other office applications.
  • Strong communication and interpersonal skills.
  • Knowledge of traditional customs is advantageous.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as community development, environmental studies, public health, disaster risk management, or public administration from an accredited academic institution. Alternatively, candidates with a high school diploma must have at least six years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires a minimum of four years of relevant professional experience for candidates with a Bachelor’s degree, or six years for those with a high school diploma. Experience in community resilience, emergency management, and the implementation of small-scale projects is essential. Candidates should also have experience in leading discussions at the group and community levels, demonstrating their ability to engage effectively with diverse stakeholders.

Languages:
Fluency in English and Marshallese is required, both oral and written. A working knowledge of other Micronesian languages is considered an advantage. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments. IOM’s official languages are English, French, and Spanish.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for the Marshall Islands will be considered. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the government.
