Job Overview:
The Senior Technical Officer, Supply Chain Management will play a crucial role in providing overall technical support to supply chain strengthening activities under the EpiC project in Tanzania. This position requires collaboration with national stakeholders, including the Ministry of Health and the National AIDS, STI and Hepatitis Control Program (NASHCoP), as well as other supply chain stakeholders. The officer will ensure that facilities and Civil Society Organizations (CSOs) staff are equipped with the necessary skills to manage supply chain activities effectively, utilizing data for informed decision-making. The role also involves representing the EpiC project in Supply Chain Technical Working Group (TWG) meetings, thereby contributing to the strategic direction of supply chain management in the context of HIV epidemic control.
Duties and Responsibilities:
The Senior Technical Officer will serve as a technical resource for the project and its stakeholders, implementing supply chain improvement strategies and management approaches. Key responsibilities include: developing workplans and budgets, providing technical support and capacity building to CSOs and facility partners, offering technical guidance and quantification of health commodities, supporting the forecasting of commodities and supplies for biomedical services interventions, collaborating with the Ministry of Health and NASHCoP to monitor supply chain performance, championing data use to identify challenges and develop solutions, strengthening communication and collaboration across vertical programs and supply chain stakeholders, preparing and sharing monthly, quarterly, and annual reports, documenting success stories and best practices, preparing presentations, and representing the project in stakeholders’ meetings and TWGs. The officer will also perform other duties as assigned, ensuring that all activities align with the project's goals and objectives.
Required Qualifications:
Candidates must possess a degree in Pharmacy, Supply Chain Management, Public Health, or a related field, along with at least five years of experience in health programs. They should have experience working with the public health supply chain system in Tanzania, the ability to analyze supply chain data, conduct root cause analysis, and prepare quality reports. Knowledge of electronic health information systems such as eLMIS and DHIS2 is essential. The ideal candidate will have strong leadership skills, the ability to coach and mentor public sector stakeholders, and proven analytical and problem-solving skills. They should be capable of managing multiple tasks, setting priorities, and working independently, while also demonstrating cultural sensitivity and understanding the needs of vulnerable populations.
Educational Background:
The educational background required for this position includes a degree in Pharmacy, Supply Chain Management, Public Health, or a related field. This foundational knowledge is critical for understanding the complexities of supply chain management within the health sector, particularly in the context of HIV epidemic control.
Experience:
The position requires a minimum of five years of relevant experience in health programs, particularly within the public health supply chain system in Tanzania. Candidates should have a proven track record of working with various stakeholders in the health sector and experience in programs serving at-risk populations. Familiarity with USAID/PEPFAR-funded programs is also preferred, as it aligns with the project's objectives.
Languages:
Proficiency in written and spoken English is mandatory for this position, as effective communication is essential for collaboration with stakeholders and reporting. Additional language skills may be beneficial but are not specified as mandatory.
