Job Overview: The Durable Solutions Technical Officer will play a crucial role in supporting and implementing durable solutions programs in the Mueda Area Office. This position focuses on economic and market systems, economic inclusion, sustainable value chains, and cash and voucher assistance (CVA). The officer will work under the leadership of the Area Manager and Durable Solutions Coordinator, ensuring adherence to NRC policies and guidelines while managing a delegated portfolio of projects. The role requires a proactive approach to identifying and documenting ideas for technical improvement and program development, ensuring that projects effectively target beneficiaries in need and promote the rights of internally displaced persons (IDPs) and returnees.
Duties and Responsibilities: The Durable Solutions Technical Officer will be responsible for conducting technical assessments, participating in community mobilization activities, and organizing the distribution of durable solutions-related inputs, including cash and voucher assistance. The officer will ensure that projects align with the defined target population in the durable solutions strategy and will participate in the design and execution of work plans. Additionally, the officer will maintain transparency in the reconciliation of deliveries, support training processes for beneficiaries and team members, and regularly report on project progress and challenges to the DS Coordinator and Area Manager. Coordination with logistics and finance teams is essential, and the officer must work with a gender and protection lens, incorporating environmental and nutritional sensitivity into all plans and activities.
Required Qualifications: Candidates must possess a minimum of three years of experience working on projects related to market systems strengthening and economic inclusion in humanitarian or recovery contexts. Previous experience in complex and volatile environments is essential. Fluency in spoken and written Portuguese is mandatory, along with knowledge of English and local languages spoken in Northern Cabo Delgado, particularly in the Mueda district. A university-level education in fields related to business, financial inclusion, law, sustainability, or employability is desired. A commitment to humanitarian principles and NRC's core values is also required.
