Job Overview:
The position of Consultant for the development of the Country Strategic Plan (CSP) 2026-2030 is crucial for the World Food Programme's operations in Guatemala. The consultant will be responsible for ensuring that the Country Office generates high-quality evidence regarding the processes and outcomes of all activities related to the strategic objectives. This role involves working closely with the Research, Monitoring, and Evaluation unit, as well as collaborating with program teams and regional advisors. The consultant will play a key role in analyzing public policies, operational plans, and the national context to assess progress towards the Sustainable Development Goals (SDGs). This analysis will inform the formulation of the CSP, ensuring that it is aligned with national priorities and the needs of the population. The consultant will also facilitate workshops and consultations with stakeholders, including government representatives, donors, and UN partners, to gather insights and foster collaboration. The position requires strategic thinking and decision-making skills to support the development of the CSP, ensuring that it is evidence-based and responsive to the needs of the communities served by WFP.

Duties and Responsibilities:
The consultant will undertake a variety of responsibilities, including: conducting research and analysis of public policies and operational plans; assessing the national context to inform the CSP formulation; planning and facilitating workshops and consultations with stakeholders; supporting decision-making processes and strategic analysis during CSP development; leading the design of the narrative and accompanying documents for the CSP package; managing the timely delivery of CSP products and coordinating adjustments throughout the development process. The consultant will also be expected to engage with various internal and external stakeholders proactively, ensuring that their insights and needs are incorporated into the CSP. Additionally, the consultant will need to demonstrate advanced analytical skills, effective communication abilities, and a strong understanding of humanitarian and development strategic planning.

Required Qualifications:
Candidates must possess a university degree in fields related to International Relations, Public Relations, Sociology, Economic and Social Development, or a relevant field with demonstrated experience in consultancy work. A minimum of 10 years of experience in humanitarian work within the United Nations system or related entities is required. Previous experience with WFP in Latin America on similar contracts or projects is highly desirable. Candidates should have proven skills in developing workshops and consultations with high-level officials, as well as experience in data analysis for decision-making processes, data mapping, and report preparation. Strong interpersonal skills and the ability to manage relationships with stakeholders are essential.

Educational Background:
A university degree in relevant fields such as International Relations, Public Relations, Sociology, Economic and Social Development, or a related area is required. Candidates with extensive experience in consultancy work related to the objectives of this position may also be considered, even if they do not hold a specific degree in the aforementioned fields.

Experience:
Candidates should have at least 10 years of relevant experience in humanitarian work, particularly within the United Nations system or similar organizations. Experience in managing projects or contracts similar to the CSP development in Latin America is preferred. The consultant should also have a strong background in facilitating high-level workshops and consultations, as well as experience in strategic analysis and decision-making processes.

Languages:
Fluency in Spanish (native) is mandatory, along with proficiency in English at a C1 level. Strong communication skills in both languages are essential for effective engagement with stakeholders and for the preparation of reports and documentation.

Additional Notes:
This is an international consultancy position with a contract duration of 64 days. The consultant will report directly to the Deputy Country Director and will work closely with various teams within the Country Office and Regional Office.
