Job Overview: The Administrative Officer will report directly to the Director of ECLAC Mexico and will serve as the Chief of the Administration Section. This role involves overseeing human resource management, budget and finance, and general administration. The officer will coordinate human resource activities such as recruitment, performance appraisal, and training, ensuring adherence to UN rules and procedures. Additionally, the officer will lead the preparation and implementation of the work programme, monitor budget utilization, and ensure compliance with financial management controls. The position requires a proactive approach to improving administrative processes and systems, as well as the ability to analyze data for informed decision-making. The officer will also be responsible for managing procurement, office technology needs, and providing guidance to junior staff.
Duties and Responsibilities: The Administrative Officer will be responsible for the following duties:
Human Resource Management: Coordinate recruitment, placement, promotion, performance appraisal, job classification reviews, and training activities. Ensure consistency in the application of UN rules and procedures.
Budget and Finance: Lead the preparation and implementation of the work programme, monitor budget utilization, and conduct regular reviews to assess progress. Develop procedures for accounting and financial management controls.
General Administration: Oversee procurement, billing, operational travel programs, and vendor contracts. Analyze data to identify trends and provide insights for decision-making. Perform other related work as required.
Required Qualifications: Candidates must possess knowledge of administrative, budgetary, financial, and human resources policies and procedures. They should demonstrate the ability to apply UN administrative rules and regulations, conduct independent research and analysis, and formulate opinions and recommendations. Strong organizational skills, attention to detail, and the ability to work under pressure are essential. Candidates should also have a commitment to gender equality and the ability to analyze and interpret data to support decision-making.
Educational Background: An advanced university degree (Master’s or Doctorate) in business or public administration, finance, accounting, law, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
Experience: A minimum of five years of progressively responsible experience in administration, finance, accounting, or human resources management is required. Candidates should have experience coordinating complex teams for administrative operations and streamlining internal processes. Experience in international organizations, particularly the United Nations, is desirable. Two or more years of experience in data analytics or a related area is also desirable.
Languages: Fluency in English and Spanish is required for this position. Knowledge of French is an asset. Candidates will be tested on their language proficiency unless they provide a certificate from a recognized institution.
