UNICEF, established in 1946, operates in over 190 countries and territories with a mission to save children's lives, defend their rights, and help them fulfill their potential. The organization is committed to promoting the rights of every child and offers diverse opportunities for professional and personal development. UNICEF employs a passionate workforce dedicated to serving children and communities globally, ensuring that their work is not just a job but a calling. The organization emphasizes a culture of belonging and growth, providing attractive compensation and benefits packages to its staff.

Job Overview:
The consultant will conduct a legal landscape analysis of Botswana's food environment, utilizing UNICEF's legal landscape analysis tool. The primary objective is to inform the development of laws regarding front-of-package nutrition labeling, restrictions on the marketing of unhealthy foods and beverages, and taxes on unhealthy food and beverages. This analysis aims to address issues related to overweight, obesity, and diet-related noncommunicable diseases, ultimately improving nutrition and health outcomes in Botswana. The consultant will engage with various stakeholders, including government officials and civil society, to gather insights and data necessary for the analysis.

Duties and Responsibilities:
The consultant will undertake several key tasks, including: conducting inception meetings with UNICEF and the Ministry of Health; preparing and submitting an inception report that outlines the methodology and work plan; performing a desk review and legal mapping of national laws, policies, and regulations; conducting key informant interviews with stakeholders such as government officials, legal experts, and representatives from civil society and the private sector; and developing a comprehensive report that includes an executive summary, detailed findings, and prioritized legal and policy recommendations. The consultant will also present findings to stakeholders in a validation workshop and ensure that all deliverables are submitted in an electronic format as agreed with UNICEF.

Required Qualifications:
Candidates must possess a Master's degree in law (LLB or equivalent) with demonstrated experience in public health law, international law, or food policy. An advanced degree (e.g., LLM) is considered an asset. Additionally, candidates should have at least 5-7 years of professional experience in legal and policy analysis or administrative law, preferably in health, nutrition, or food systems. They must demonstrate experience in conducting legal reviews in Botswana and possess excellent analytical, writing, and presentation skills. Experience working in Botswana is also required.

Educational Background:
The educational requirement for this position includes a Master's degree in law (LLB or equivalent). Candidates with an advanced degree, such as an LLM, will have an advantage. The focus should be on candidates who have specialized knowledge in public health law, international law, or food policy, as these areas are crucial for the role.

Experience:
The position requires a minimum of 5-7 years of professional experience in legal and policy analysis or administrative law. Candidates should have a background in health, nutrition, or food systems, with a strong emphasis on experience conducting legal reviews specifically in Botswana. This experience is vital for understanding the local legal landscape and effectively addressing the challenges related to food regulation and public health.

Languages:
High proficiency in English, both written and verbal, is mandatory for this position. This proficiency is essential for effective communication, analysis, and reporting. While English is the primary language required, knowledge of additional languages may be considered an asset but is not explicitly stated as a requirement.

Additional Notes:
The consultant will be compensated based on agreed deliverables, with a payment structure that includes 20% upon submission and approval of the inception report, 40% upon submission of the draft analysis and stakeholder consultation summary report, and the final 40% upon submission and validation of the final report and presentation. All submissions must be made electronically, and all materials developed will remain the copyright of UNICEF. The organization does not provide equipment or software necessary for conducting the project, so candidates must ensure they have the required tools. UNICEF promotes a diverse and inclusive workforce and encourages applications from all qualified candidates, including those from underrepresented groups.
