Job Overview:
The consultant will be responsible for creating visually engaging and technically appropriate visual assets and animated videos for the Science, Technology, and Innovation (STI) parks e-learning course. This role involves working closely with the Chief of the Science, Technology and Innovation for Development Section, ensuring that all visual materials align with the educational content provided by the team. The consultant will produce a series of animated videos and visual assets that effectively communicate complex concepts related to STI parks, ensuring that the materials are optimized for low-bandwidth environments, which is particularly important for users in developing countries. The consultant will also collaborate with the team to maintain consistency across all lessons and refine multimedia products as needed.

Duties and Responsibilities:
  • Create visual assets, illustrations, infographics, and icons for five e-learning lessons based on content and scripts provided by the team.
  • Produce animated videos using Animaker, ensuring alignment with the storyline and messaging of each lesson.
  • Adapt or design graphics from scratch to visualize core concepts such as governance models, technology transfer, or stakeholder engagement.
  • Ensure all visual and animated materials are optimized for low-bandwidth environments and delivered in suitable formats for web use, including JPG, PNG, WEBP for images, and MP4 for videos.
  • Collaborate with the team to ensure consistency across lessons.
  • Refine multimedia products as requested by the team.

Required Qualifications:
A first university degree (Bachelor's) in visual arts, computer graphics, video production, design multimedia production, or a related field is required. Additionally, the candidate must possess at least 7 years of experience in graphic design, art, video production, or digital media development. Proficiency in animation tools, particularly Animaker, along with graphic editing tools such as Adobe Photoshop and Adobe InDesign, and multimedia editing tools like Adobe Premiere Pro and Adobe Audition is required. Experience with content creation, video editing, and graphics design specifically for e-learning is desirable, and knowledge of e-Learning authoring tools such as Articulate Studio is considered an advantage.

Educational Background:
The position requires a first university degree (Bachelor's) in visual arts, computer graphics, video production, design multimedia production, or a related field. This educational background is essential to ensure that the consultant has the foundational knowledge and skills necessary to create high-quality visual and animated content for the e-learning course.

Experience:
The consultant must have a minimum of 7 years of relevant experience in graphic design, art, video production, or digital media development. This level of experience is crucial for ensuring that the consultant can effectively create and manage the visual assets and animated videos required for the project, as well as navigate the complexities of multimedia production.

Languages:
Fluency in written and oral English is required for this position.
