Job Overview:
The ATFCM-ASM Operational Expert position is integral to the Maastricht Upper Area Control Centre (MUAC), specifically within the Strategy, Innovation and Implementation Division. The role focuses on the development and management of Air Traffic Flow and Capacity Management (ATFCM) tools and systems. The selected candidate will lead the complete development lifecycle of operational tools, ensuring that user-centric perspectives guide the process effectively. This includes providing technical expertise, contributing to the development strategy, and conducting analyses to support strategic directions. The expert will also gather and assess user needs from various stakeholders, conduct impact assessments of new tools, and coordinate validation activities during implementation phases. The role requires collaboration with external partners to stay updated on technological developments and enhance organizational knowledge.
Duties and Responsibilities:
The duties and responsibilities of the ATFCM-ASM Operational Expert include leading the development lifecycle of operational tools, providing technical expertise and guidance, contributing to the development strategy, conducting analyses to support strategic directions, gathering and assessing user needs, conducting impact assessments of new tools, coordinating validation activities, developing training materials, delivering courses, producing technical documentation, and collaborating with external partners. The expert will also be responsible for monitoring the use of features and tools, ensuring they meet operational needs, and carrying out any other tasks aligned with the job's main purpose.
Required Qualifications:
Candidates must possess a university degree in a relevant domain, such as Aeronautical Engineering, Air Traffic Management, or Applied Psychology, with at least four years of relevant experience, or three years of experience plus one year of relevant professional experience. Alternatively, candidates with completed ATC or Flow Management training may also apply. A minimum of three years of relevant working experience in similar roles within the aviation domain is required. Candidates should have experience in gathering and drafting comprehensive specifications reflecting user needs for system development, acting as a liaison between users and development teams, and coordinating projects related to system development. A solid understanding of Air Traffic Flow and Capacity Management (ATFCM) and Air Traffic Control (ATC) systems, including operational procedures, is essential.
Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Aeronautical Engineering, Air Traffic Management, or Applied Psychology. Candidates with completed ATC or Flow Management training are also eligible. The organization recognizes in-house experience equivalent to educational qualifications for internal candidates, which can be verified through the intranet.
Experience:
The position requires a minimum of three years of relevant working experience in similar roles within the aviation sector. Candidates should have experience in gathering user requirements, drafting specifications for system development, and coordinating projects related to system development. Familiarity with Air Traffic Flow and Capacity Management (ATFCM) and Air Traffic Control (ATC) systems is crucial, along with an understanding of technical capabilities and constraints of ATM/ATFCM systems.
Languages:
Proficiency in English at level C1 is mandatory for this position, as it is one of the working languages of the Agency. Knowledge of French is also beneficial, as it is the second working language of EUROCONTROL. The position is offered as a full-time role with a contract duration of five years, which may be extended or converted into an undetermined contract. The selected candidate must successfully complete a probationary period of nine months before being established in the post.
