Job Overview:
The Shelter Officer position is critical for overseeing the implementation of NRC's Shelter and Settlement response in the White Nile region. Under the supervision of the Programme Specialist, Shelter Manager, or Shelter Coordinator, the Shelter Officer will manage a team of shelter technical assistants and ensure that all shelter projects are executed in accordance with NRC policies and donor requirements. The role involves contributing to the development of Shelter and Settlement strategies, preparing technical documentation, and ensuring high-quality project delivery. The Shelter Officer will also be responsible for capacity building among project staff and liaising with local authorities and stakeholders to promote the rights of IDPs and refugees. This position requires a proactive approach to problem-solving and a commitment to improving shelter conditions for vulnerable populations.

Duties and Responsibilities:
The Shelter Officer will have a comprehensive set of duties and responsibilities, including but not limited to:
  • Line Management: Directly manage the shelter technical assistants team, ensuring effective performance and development.
  • Strategy Development: Assist Shelter Managers in revising and developing Core Competency Strategies for Shelter and Settlement, providing area-level analysis and recommendations.
  • Technical Support: Offer technical guidance and leadership to partners and communities involved in shelter activities, ensuring compliance with minimum standards.
  • Partnerships/Contractors: Collaborate with the shelter team to identify and develop strategic partnerships, monitor implementation, and assess contractor performance.
  • Assessments: Oversee technical and engineering assessments for shelter-related activities, ensuring thorough analysis and reporting.
  • Accountability: Ensure proper documentation and accountability for shelter technical documentation, including Bill of Quantities and monitoring reports, in line with NRC policies.

Required Qualifications:
Candidates must possess a minimum of four years of experience in project implementation, particularly in managing and supervising construction or rehabilitation projects within the private or humanitarian sectors. Proven technical and managerial skills are essential, along with experience in complex and volatile contexts. Candidates should demonstrate documented results related to the responsibilities of the position and possess strong leadership skills. Fluency in English, both written and verbal, is mandatory, while knowledge of the Sudanese context is highly desirable.

Educational Background:
The ideal candidate should have a degree in Architecture, Civil Engineering, Structural Engineering, Construction Management, or a related field. This educational background is crucial for understanding the technical aspects of shelter projects and ensuring compliance with relevant standards.

Experience:
The position requires a minimum of four years of relevant experience in project implementation, particularly in managing construction or rehabilitation projects. Experience in complex and volatile environments is essential, as is a proven track record of achieving results related to the responsibilities of the role.

Languages:
Fluency in English is mandatory, both written and verbal. Additionally, proficiency in spoken Arabic is essential for effective communication within the local context. Knowledge of other languages may be considered an asset but is not required.
