Job Overview:
The consultant will provide technical expertise in Social and Behaviour Change (SBC) data analytics and monitoring, focusing on qualitative and quantitative insights for the Community Health Workforce Section. The role involves developing tools for focus group discussions, analyzing data from community health workers and young people across 13 countries, and creating indicators and monitoring standards for SBC approaches. The consultant will work closely with UNICEF's Community Health SBC Specialist and SBC Data and Monitoring Specialist to ensure that the deliverables align with UNICEF's strategic goals. The position requires a deep understanding of SBC principles and their application in community health settings, as well as the ability to engage with diverse populations to gather insights that inform programmatic decisions. The consultant will also be responsible for training partners and stakeholders on the use of developed tools and methodologies, ensuring that the knowledge is effectively transferred and utilized in the field.

Duties and Responsibilities:
The consultant's duties will include the following:
  • Developing and adapting focus group discussion tools to integrate SBC data within community health worker programs, including creating standardized guides and protocols.
  • Conducting data analysis and reporting on findings from focus group discussions across selected countries, preparing visualizations and presentations to communicate results effectively.
  • Drafting an Applied SBC Theory of Change and related indicators for a performance monitoring framework focused on job satisfaction and motivation of community health workers and young people.
  • Organizing webinars and training sessions for implementing partners and stakeholders to disseminate findings and recommendations from the focus group discussions.
  • Collaborating with UNICEF teams to ensure that monitoring and reporting standards are aligned with organizational frameworks and best practices.
  • Preparing advanced analytics visualizations and results decks for various phases of the project, ensuring that insights are actionable and relevant to programmatic needs.
  • Delivering a monitoring dashboard to UNICEF's PowerBI warehouse, integrating qualitative and quantitative data for comprehensive analysis.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s) in social science, behavioral sciences, international or public affairs, monitoring and evaluation, or related fields. A minimum of 7 years of experience in program monitoring and evaluation is required, with thematic experience in community health programming and community monitoring approaches. Candidates should have prior experience in developing monitoring frameworks for community health work and SBC programming, preferably within UNICEF or similar organizations. Proven skills in developing field community monitoring tools and program guidance are essential, along with technical abilities in conducting mixed methods analysis and advanced qualitative analysis. Familiarity with UNICEF's SBC M&E frameworks and reporting standards is highly desirable. Candidates must also demonstrate strong communication skills and the ability to work collaboratively with diverse teams and stakeholders.

Educational Background:
An advanced university degree (Master’s) in social science, behavioral sciences, international or public affairs, monitoring and evaluation, or similar areas is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the objectives of the consultancy.

Experience:
The position requires a minimum of 7 years of experience in program monitoring and evaluation, with specific expertise in community health programming and community monitoring approaches. Candidates should have a proven track record of leading reporting for community health initiatives and developing monitoring frameworks that align with organizational goals. Experience in conducting mixed methods analysis and familiarity with UNICEF's monitoring and reporting standards are also critical for success in this role.

Languages:
Oral and written proficiency in English is required for this position. Working knowledge of French or Arabic is considered an advantage, as it may facilitate communication with diverse stakeholders and enhance the consultant's ability to engage with communities in various regions.

Additional Notes:
The consultancy is expected to last from September 2025 to August 2026, with a focus on delivering specific outputs related to SBC data analytics and monitoring. The consultant will be required to work both remotely and from UNICEF's New York Headquarters (NYHQ). The position is full-time, and candidates must complete their profiles in UNICEF's e-Recruitment system, including uploading academic credentials and a financial proposal reflecting the costs for each deliverable. UNICEF will cover any emergent travel costs and daily subsistence allowances if international travel is required.
