Job Overview:
The Project Officer (Disaster Risk Reduction and Resilience) will play a crucial role in supporting the interrelated administrative and program functions related to Disaster Risk Reduction (DRR), Disaster Risk Management (DRM), Emergency Preparedness and Response, Climate Change Adaptation (CCA), and Resilience Programming in the Republic of the Marshall Islands (RMI). The successful candidate will work under the supervision of the Chief of Mission of IOM Micronesia and the Head of Sub-office in Majuro, collaborating closely with the Emergency and Preparedness Coordinator. The position involves applying theoretical knowledge and administrative skills to enhance the resilience of communities facing challenges exacerbated by climate change. The Project Officer will engage with national and local governments, NGOs, and communities to develop necessary knowledge, skills, and resources, ensuring a holistic response that integrates community resilience with strengthened government response. The role includes assessing context and needs, developing multi-sectorial interventions, and supporting the development of policies and operational plans related to climate change adaptation and disaster preparedness.

Duties and Responsibilities:
The Project Officer will be responsible for a variety of tasks, including: assisting the Emergency and Preparedness Unit Coordinator in coordinating, implementing, monitoring, and reporting on program activities; compiling background information and providing administrative and technical assistance; engaging with stakeholders and local authorities to implement capacity-building initiatives; organizing trainings on humanitarian assistance, situational overview, and resource mobilization; drafting technical documents for emergency preparedness and response; supporting the development and review of disaster management policies and procedures; facilitating tabletop exercises and simulations; monitoring and evaluating project activities; coordinating post-disaster assessments; liaising with the Country Office’s AAP specialist; and providing logistical support for travel to remote islands. The Project Officer will also ensure compliance with IOM policies and procedures, including those related to sexual exploitation and abuse, and will perform other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Political or Social Science, Business Administration, Climate Change, Sustainability, Migration Studies, International Relations, Humanitarian Affairs, Development Studies, Public Policy/Administration, or a related field. Alternatively, a University degree in the above fields with two years of relevant professional experience is acceptable. The position requires experience and knowledge of disaster risk reduction and climate change adaptation projects, as well as essential experience in capacity building and training. Emergency response and logistics experience is advantageous, and prior working experience with international organizations, UN agencies, or NGOs is preferred. Regional experience, particularly in the Pacific region, is also a plus.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Political or Social Science, Business Administration, Climate Change, Sustainability, Migration Studies, International Relations, Humanitarian Affairs, Development Studies, Public Policy/Administration, or any related field. Alternatively, candidates with a University degree in these fields and two years of relevant professional experience will also be considered qualified for the role.

Experience:
The position requires candidates to have experience and knowledge of disaster risk reduction and climate change adaptation projects. Essential experience in capacity building and training is necessary, while emergency response and logistics experience is considered an advantage. Candidates should have prior working experience with international organizations, UN agencies, or NGOs, and regional experience, especially in the Pacific region, is beneficial.

Languages:
Fluency in English is required for this position, both oral and written. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) and/or the Marshallese language is advantageous. The proficiency of required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract type for this position is a special short-term ungraded contract for six months, with the possibility of extension. The role is open to internationally recruited professional staff who are required to be mobile. The selection process may be used to staff similar positions in various duty stations. Candidates must be medically fit for appointment and meet any residency or visa requirements.
