Job Overview:
The Programme Policy Officer will play a crucial role in supporting policy and program activities that effectively address food assistance needs. This position involves contributing to the development of projects and plans that align with WFP's broader program policies. The officer will provide project management support for specific programs, ensuring compliance with WFP standards and procedures. The role requires maintaining rigorous quality standards in data gathering and monitoring systems, as well as conducting research and analysis to support senior colleagues in policy development. The officer will also be responsible for preparing accurate and timely reports on programs and activities, facilitating collaboration with internal counterparts, and supporting the capacity building of WFP staff and partners.

Duties and Responsibilities:
  • Contribute to the development of projects, plans, and processes aligned with program policies.
  • Provide project management support for small to moderate size programs, ensuring compliance with WFP standards.
  • Maintain data gathering and monitoring systems with high-quality standards.
  • Research and analyze policy and operational issues to assist in policy development.
  • Prepare accurate reports on programs and activities for informed decision-making.
  • Collaborate with internal counterparts to monitor ongoing projects.
  • Identify and manage partnerships to enhance food assistance packages.
  • Support capacity building initiatives for WFP staff and partners.
  • Provide guidance to support staff and assist with queries. 1
  • Ensure clearance of logical frameworks for projects presented to donors. 1
  • Guide staff in monitoring and evaluation planning and execution. 1
  • Act as the Evaluation focal point for the Country Office, ensuring evaluations are conducted and recommendations are implemented. 1
  • Develop monitoring tools for tracking project processes and results. 1
  • Standardize and document monitoring strategies and plans. 1
  • Train national counterparts on project monitoring systems. 1
  • Provide guidance for research and analysis of humanitarian trends. 1
  • Implement community feedback mechanisms. 1
  • Analyze results of CSP implementation annually. 1
  • Support preparation of Corporate Situation Reports in emergencies.

Required Qualifications:
Candidates must possess an advanced university degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or a related field relevant to international development assistance. Alternatively, a first university degree with additional years of related work experience and/or training is acceptable. Candidates should demonstrate strong analytical skills, project management capabilities, and the ability to work collaboratively in a team environment.

Educational Background:
An advanced university degree in a relevant field is required, with a preference for candidates who have specialized training in areas such as nutrition, health, or international development. A first university degree combined with relevant work experience may also be considered sufficient.

Experience:
At least one year of postgraduate professional experience in a related field is required. Candidates should have experience in implementing technical programs and providing input into policy discussions and operational designs. Experience in monitoring and evaluation processes is also desirable.

Languages:
Fluency in Spanish is mandatory, with advanced proficiency in English being highly desirable. Knowledge of additional languages may be considered an asset.

The position is a fixed-term contract for 12 months, with the possibility of extension based on organizational requirements.
