Job Overview:
The Programme Policy Officer (EPR/Emergency Preparedness and Response) will play a crucial role in supporting WFP's policy and program activities aimed at effectively addressing food assistance needs. This position involves contributing to the development of projects and plans that align with WFP's broader program policies. The officer will provide project management support for specific programs, ensuring compliance with WFP standards and procedures. The role requires monitoring data gathering systems to maintain quality standards, conducting research and analysis to support policy development, and preparing timely reports for informed decision-making. Additionally, the officer will liaise with internal counterparts for effective collaboration and support the capacity building of WFP staff and partners in emergency preparedness and response.

Duties and Responsibilities:
  • Contribute to the development of projects and plans, ensuring alignment with WFP policies.
  • Provide project management support for defined programs of small to moderate size.
  • Maintain rigorous quality standards in data gathering and monitoring systems.
  • Research and analyze policy and operational issues to support senior colleagues.
  • Prepare accurate and timely reports on programs and activities.
  • Liaise with internal counterparts for effective collaboration and project monitoring.
  • Support the identification and management of partnerships to improve food assistance packages.
  • Assist in capacity building initiatives for WFP staff and partners.
  • Provide guidance and support to staff, acting as a point of referral. 1
  • Coordinate emergency response activities and contribute to funding mobilization strategies. 1
  • Design plans for building capacity of national counterparts. 1
  • Ensure coherent and efficient delivery of emergency preparedness and response. 1
  • Contribute to strategic development and management of emergency assessment capacities. 1
  • Identify and propose optimal use of funding mechanisms and advocacy platforms. 1
  • Enhance emergency preparedness and response effectiveness through technological tools. 1
  • Communicate technical matters related to emergency response to senior management.

Required Qualifications:
The position requires an advanced university degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or a related field relevant to international development assistance. Alternatively, a first university degree with additional years of related work experience and/or training is acceptable. Candidates should possess strong analytical and project management skills, as well as the ability to work collaboratively in a multicultural environment.

Educational Background:
Candidates must hold an advanced university degree in a relevant field such as International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, or Social Sciences. A first university degree combined with additional relevant work experience may also be considered sufficient for this role.

Experience:
At least one year of postgraduate professional experience in a related field is required. Experience in implementing technical programs, particularly in emergency preparedness and response, is highly desirable. Candidates should have a proven track record of supervising small teams and contributing to policy discussions and decisions.

Languages:
Fluency in Spanish is mandatory, and advanced proficiency in English is also required. Knowledge of additional languages may be considered an asset but is not mandatory.

The position is a fixed-term contract for 12 months, with the possibility of extension based on organizational requirements. The role is based in Havana, Cuba, and is classified at the NOA grade level.
