Job Overview: The position of Senior Professional in Community Safety Development is crucial for enhancing the capabilities of the Kosovo Police (KP) in community policing and crime prevention. The successful candidate will be responsible for supervising national staff, instructors, and consultants while conducting thorough analyses of community safety needs. This role involves developing and implementing comprehensive training programs aimed at strengthening police-community partnerships and enhancing engagement in proactive problem-solving processes. The candidate will also support the KP in integrating community policing strategies with specialized policing areas, such as counter-terrorism and organized crime. The position requires a strong commitment to community safety initiatives and the ability to work collaboratively with diverse stakeholders.
Duties and Responsibilities: The Senior Professional will provide supervision and guidance to national staff and consultants, conduct analyses of KP needs in community policing, and develop training programs to enhance police skills in community engagement. Responsibilities include supporting the implementation of the Intelligence Led Policing strategy, assisting with community safety initiatives, representing the department in various forums, and liaising with local and international stakeholders. The candidate will draft project documents, manage projects through all stages, and prepare thematic and performance reports. Additional duties may be assigned as necessary.
Required Qualifications: Candidates must possess proven supervisory or managerial experience in a national police service, along with a strong background in community policing and safety training. They should demonstrate project management skills, including planning, budgeting, and evaluation. The ability to work under pressure, maintain impartiality, and collaborate with diverse teams is essential. Proficiency in English is mandatory, while fluency in Russian is considered an asset. Candidates should also have strong analytical, drafting, and reporting skills, as well as proficiency in Microsoft applications.
Educational Background: A Bachelor's degree in a relevant field is required, with additional qualifications in police administration or specialized subject areas being advantageous. Candidates should have completed police training from a recognized institution and possess relevant certifications in community safety or policing.
Experience: A minimum of ten years of diversified police experience is required, including at least twelve months of operational experience in community policing or related fields. Candidates should have a proven track record of developing and implementing community safety programs and training courses.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills. Proficiency in Russian is desirable but not required. Knowledge of additional languages relevant to the region may also be beneficial.
Additional Notes: This position is a full-time, fixed-term contract under the OSCE Mission in Kosovo. The maximum period of service in this post is seven years, and candidates must be nominated by their respective participating states.
