Job Overview:
The Senior Programme Associate (M&E) position is a critical role within the WFP’s Pacific Multi-Country Office (MCO) in Suva, Fiji. This position is designed to support the implementation of the Monitoring and Evaluation (M&E) framework for WFP’s operations in the Pacific region, ensuring compliance with corporate M&E standards and reporting requirements. The role involves collaborating closely with the Research, Assessment and Monitoring (RAM) unit, Activity Managers, and the Asia and the Pacific Regional Office (APARO) to monitor and evaluate the effectiveness of programs under the Pacific Multi-Country Strategic Plan (MCSP) 2023–202
  • The Senior Programme Associate will be responsible for developing annual M&E work plans, tracking program achievements, and providing analytical insights to enhance program performance. This position is essential for ensuring accountability and learning, contributing to operational efficiency, and supporting evidence-based decision-making within the organization.

Duties and Responsibilities:
The Senior Programme Associate (M&E) will have a range of responsibilities, including: serving as the primary focal point for the design and implementation of the M&E framework; developing the annual M&E workplan in consultation with MCO units; reviewing and reporting on M&E Key Performance Indicator (KPI) data; ensuring the integration of protection and gender perspectives in M&E activities; tracking and analyzing program achievements; supporting data collection for surveys; maintaining and updating databases; providing M&E data for reports and proposals; engaging with internal and external partners on M&E data; contributing to the design and review of outsourced studies; conducting training for WFP staff and partners on M&E tasks; and performing other related duties as required. This role requires a proactive approach to monitoring and evaluation, with a focus on continuous improvement and learning.

Required Qualifications:
Candidates must possess a post-secondary certificate in fields such as Statistics, Development Economics, Performance Management, Monitoring and Evaluation, or other related areas. Additionally, candidates should have at least 7 years of professional experience in relevant fields, particularly in M&E, program management, and data management. Technical experience in food security, nutrition, and disaster risk management is highly desirable. Knowledge of humanitarian and development working modalities is preferable, along with strong behavioral competencies such as action management, client orientation, and teamwork. Excellent written and oral communication skills are essential, as well as the ability to effectively coordinate with various stakeholders.

Educational Background:
The educational requirement for this position includes completion of secondary school education, along with a post-secondary certificate in relevant fields such as Statistics, Development Economics, Performance Management, Monitoring and Evaluation, or other related disciplines. This educational background is crucial for understanding the complexities of monitoring and evaluation processes and for effectively contributing to the organization's goals.

Experience:
The position requires a minimum of 7 years of professional experience in a relevant field, particularly in Monitoring and Evaluation, program management, and data management. Candidates should have a proven track record of working in environments related to food security, nutrition, and disaster risk management. Experience with database management and evidence generation for policy and decision-making is also preferred, as it demonstrates the candidate's ability to contribute to the organization's objectives effectively.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Proficiency in additional languages, particularly those relevant to the Pacific region, would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and partners.

This position is offered as a Service Contract (SC-7) for a duration of 12 months. The role is based in Suva, Fiji Islands, and is full-time.
