The consultant will undertake several specific objectives, including:
Required Qualifications:
Candidates must possess an advanced degree (Master’s or equivalent) in development studies, public administration, economics, social sciences, or a related field. Additionally, at least ten years of progressive experience in regional and country-level situational analysis and assessments focused on the 2030 Agenda is required. Substantial professional report writing experience in related thematic areas, such as economic, social, and environmental issues, is also necessary. Previous experience in producing UN Common Country Analysis is considered an asset. Candidates should have in-depth knowledge of the Caribbean context and socio-economic development, as well as a strong understanding of the issues faced by Small Island Developing States. Knowledge of the UN's role, reform processes, and programming at the country level, particularly regarding UN Sustainable Development Cooperation Frameworks (UNSDCFs), is essential. Furthermore, candidates should demonstrate strong experience and knowledge of UN programming principles, including leaving no one behind (LNOB), human rights, gender equality, women's empowerment, sustainability, resilience, and accountability.
Educational Background:
An advanced degree (Master’s or equivalent) in relevant fields such as development studies, public administration, economics, or social sciences is required for this position. The consultant will undertake several specific objectives, including:
- Developing an outline for the Multi-Country Analysis (MCA) report, following the thematic areas and template provided by the UN.
- Collecting, reviewing, and integrating analytical inputs from UN agencies, ensuring the draft report is coherent, comprehensive, and relevant. This includes highlighting disaggregated data and identifying data gaps that need to be addressed.
- Preparing and presenting the draft MCA to the Regional Steering Committee (RSC) and incorporating their feedback into a second draft.
- Producing a second draft MCA that focuses on analytical findings, disaggregated data across priority themes, and various integrated analytical lenses, such as economic transformation and governance analysis.
- Presenting the draft MCA to broader stakeholders for review and input.
- Submitting the final MCA report to the chair of the RSC, collaborating closely with the Regional Programme Management Team to address any analytical gaps identified during the process.
