Job Overview: The Technical Officer, Community HIV Treatment position is part of the EpiC Haiti Project, which is funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). This role is crucial for providing technical support and oversight for community HIV treatment and adherence activities. The officer will ensure the successful implementation of community HIV treatment elements of the EpiC work plan, focusing on achieving project targets and goals. Responsibilities include overseeing HIV care and treatment for various populations, including adults, youth, and children, and ensuring evidence-based, community-driven approaches to HIV treatment and adherence.
Duties and Responsibilities: The Technical Officer will support the development and implementation of community HIV treatment activities, collaborating with sub-partners and the Ministry of Public Health & Population (MSPP) to design and monitor adherence support models. Key duties include providing technical assistance for HIV treatment, continuity of treatment, and adherence at the community level, ensuring quality of services, and producing timely technical reports. The officer will also contribute to program quality initiatives, coordinate partner efforts, and develop scopes of work and memorandums of understanding for local institutions. Additionally, the officer will utilize designated platforms to manage patient information and support the overall goals of the EpiC project.
Required Qualifications: Candidates must possess a strong understanding of health and development programs in Haiti, particularly in the public health sector. Skills in coaching, monitoring, and supervising staff are essential, along with experience in technical capacity building. Strong report writing, analytical, and communication skills are required, as well as the ability to manage multiple tasks efficiently. Sensitivity to cultural differences and an understanding of public health issues in Haiti are crucial. Proficiency in database management software and Microsoft Office Suite is mandatory, and candidates should be able to analyze data and prepare reports effectively.
Educational Background: A Bachelor’s degree or its international equivalent in public health, community outreachnursing, medical laboratory sciences, or other relevant disciplines is required for this position. This educational background will provide the necessary foundation for understanding the complexities of community health and HIV treatment.
Experience: Candidates should have at least 4 years of relevant work experience or an equivalent combination of education and experience. This includes experience in HIV care and treatment services, case detection, and adherence support models. Previous work with USAID or PEPFAR-supported programs and experience in an international NGO or government agency environment is desirable. The role requires a strong understanding of community HIV treatment and adherence strategies in Haiti.
Languages: Fluency in French and Haitian Creole is mandatory for this position, with advanced English preferred. This language proficiency is essential for effective communication with stakeholders and community members.
Additional Notes: The position is based in Les Cayes, Haiti, and is intended for Haitian nationals. The role may require travel within the southern region of Haiti and potentially internationally.
