Job Overview:
The Senior HIV Clinical Officer, South, will play a crucial role in the EpiC Haiti project, which aims to achieve HIV epidemic control among at-risk populations. This position involves supporting the effective delivery of integrated HIV clinical care and laboratory services across various program implementation sites. The officer will maintain routine contact with implementing partners and health facilities, providing ongoing technical and quality assurance support for HIV clinical care and laboratory functions. The role requires collaboration with various stakeholders, including the Clinical Advisor and Lab/Supply Chain Advisor, to ensure best practices are applied and project strategies are aligned. The officer will also be responsible for driving quality improvement initiatives and facilitating coordination between clinical and laboratory functions, ensuring that critical lifesaving activities are delivered effectively to contain the spread of HIV infections in Haiti.

Duties and Responsibilities:
The Senior HIV Clinical Officer will be responsible for a wide range of duties including: designing, implementing, and monitoring clinical and lab services related to HIV treatment and prevention; collaborating with the Ministry of Health and community organizations to ensure quality services; supporting case detection and treatment continuity; ensuring high-quality standard operating procedures for clinical care; assisting in the implementation of diagnostic components; contributing technical expertise in diagnostics and quality management systems; ensuring the availability of essential commodities; facilitating clinical and laboratory training; preparing technical reports; reviewing performance data; and implementing technical recommendations from senior staff. The officer will also be expected to develop lessons learned from activities related to clinical and laboratory services and apply these lessons to improve existing programs and design new initiatives.

Required Qualifications:
Candidates must possess a Master’s degree in public health, medical laboratory sciences, or a related field, or its international equivalent. A Medical Doctor with specialization in family medicine, infectious diseases, or internal medicine is preferred. Additionally, candidates should have at least 6 years of relevant experience in technical and program management in HIV-care settings, including a minimum of 3 years’ experience in lab commodity and ARV drugs forecasting. Knowledge of diagnostic platforms, quality management systems, and relevant laboratory standards is essential, along with familiarity with health and development programs in Haiti and experience in programs serving people living with HIV. Strong analytical, communication, and report writing skills are also required, as well as proficiency in Microsoft Office applications.

Educational Background:
The educational background required for this position includes a Master’s degree in public health, medical laboratory sciences, or a related field. Candidates with a Medical Doctor degree specializing in family medicine, infectious diseases, or internal medicine will be given preference. This educational foundation is critical for understanding the complexities of HIV clinical care and laboratory services, as well as for effectively managing the technical aspects of the role.

Experience:
The position requires a minimum of 6 years of relevant experience in technical and program management within HIV-care settings. This includes at least 3 years of experience specifically in lab commodity and ARV drugs forecasting, as well as some experience in HIV laboratory management, particularly with viral load testing and other diagnostic procedures. Candidates should also have experience in capacity building and supporting sub-partners, especially those working with people living with HIV, and familiarity with USAID or PEPFAR supported programs is highly desirable.

Languages:
Fluency in French and Haitian Creole is required for this position, as these languages are essential for effective communication with local stakeholders and communities. Advanced proficiency in English is preferred, as it may be necessary for reporting and collaboration with international partners. The ability to communicate effectively in these languages will enhance the officer's ability to perform their duties and engage with diverse populations.

Additional Notes:
The position will be based in FHI 360’s office in Les Cayes, Haiti, with a strong preference for Haitian national candidates. This role is full-time and involves travel within the southern region of Haiti, as well as potential national and international travel as needed.
