Job Overview: The Technical CooperationProject Officer will be responsible for supporting the project titled 'A feasibility study on an international reference classification of occupations by skill and qualification requirements.' This project aims to assess the feasibility of developing an international classification system that enhances the comparability of data on occupations, skills, and qualifications across countries. The officer will engage with G20 member countries to facilitate the mapping of skills gaps and promote the recognition of qualifications. The role requires a strong understanding of skills analysis, data management, and the ability to work collaboratively with various stakeholders, including government officials, researchers, and international organizations. The officer will also be expected to contribute to the development of methodologies and tools that support evidence-based decision-making in skills development and migration policies.
Duties and Responsibilities: The incumbent will assist in organizing and managing consultations and expert workshops with the G20 Employment Working Group and other stakeholders, ensuring effective dissemination of project findings. Responsibilities include conducting comprehensive reviews of existing skills taxonomies and frameworks, promoting gender equality in project activities, and supporting G20 member countries in identifying key occupations based on international classifications. The officer will provide technical inputs for developing a prototype design for the international reference classification, conduct data collection and analysis, and evaluate the effectiveness of machine learning models in classifying occupations. Additionally, the officer will coordinate the piloting phase of the prototype, facilitate workshops to gather insights, and prepare technical reports detailing methodologies and findings. Collaboration with various stakeholders is essential to ensure the successful implementation and sustainability of the classification framework.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in Economics, Statistics, Mathematics, Computer Science, or a related field. Alternatively, a first-level university degree (Bachelor's or equivalent) in one of the aforementioned fields, combined with two additional years of relevant experience, will be accepted. The position requires at least five years of professional experience in data computation, manipulation, and skills analysis. Familiarity with ILO policies and experience working with labor ministries is advantageous. Candidates should demonstrate strong analytical skills, proficiency in quantitative analysis, and experience with programming languages such as Python, R, or STATA.
Educational Background: An advanced university degree (Master's or equivalent) in a relevant field such as Economics, Statistics, Mathematics, or Computer Science is required. A first-level university degree (Bachelor's or equivalent) may be accepted if accompanied by additional relevant experience. This educational background is essential for understanding complex data sets and methodologies related to skills analysis and classification.
Experience: The position requires a minimum of five years of relevant professional experience in data analysis, skills research, and quantitative methodologies. Candidates should have a strong background in coding and programming, with experience in research and analysis being highly desirable. Familiarity with ILO policies and procedures, as well as experience working with government officials, will be considered an advantage.
Languages: Candidates must have excellent knowledge of one of the ILO's working languages (English, French, or Spanish) and a good working knowledge of another.
