Job Overview:
The Programme Policy Officer position is designed to provide effective coordination and specialized support for a wide range of policy and program activities that meet food assistance needs. The role requires a thorough understanding of program/project contexts and issues, as well as the ability to apply a range of guidelines and practices. The officer will be responsible for planning, implementing, and coordinating activities that have a substantial impact on the program. This position demands initiative in identifying and resolving a variety of issues and problems, as well as the ability to handle unforeseen situations. The officer will also act as a technical focal point in vulnerability assessment and analysis, setting objectives, resolving issues, and supervising a team of support staff. The role is critical in ensuring that WFP's food assistance programs are effectively managed and aligned with corporate standards and quality control.

Duties and Responsibilities:
The key responsibilities of the Programme Policy Officer include: providing specialized expertise and contributing to the development of project activities, plans, and processes; ensuring efficient coordination and specialized project management support for various programs; preparing detailed reports and conducting substantial data analysis related to food assistance needs and program performance; leading the accurate and timely recording of data within the specific technical area; coordinating with internal counterparts on complex matters to enable effective collaboration; fostering relationships with local partners, agencies, NGOs, and government institutions; supporting capacity building for WFP staff and cooperating partners; acting as an escalation point for complex queries; managing a team of support staff and ensuring objectives are met; and following emergency preparedness practices to ensure WFP can respond quickly to crises.

Required Qualifications:
Candidates must possess a post-secondary certificate in a related functional area, with a bachelor's degree being an asset. A minimum of seven years of relevant experience in supporting or contributing to design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation is required. Candidates should demonstrate a strong understanding of program management and the ability to work independently and collaboratively in a team environment. Additionally, candidates should have experience in implementing technical programs and providing input to policy discussions.

Educational Background:
The minimum educational requirement for this position is the completion of secondary school education, along with a post-secondary certificate in a related functional area. A bachelor's degree in a relevant field is considered an asset and may enhance a candidate's qualifications for the role.

Experience:
The position requires at least seven years of relevant experience in program design and implementation. Candidates should have a proven track record of managing projects and contributing to policy discussions, demonstrating increasing levels of responsibility throughout their careers. Experience in emergency response and working in diverse cultural settings is also advantageous.

Languages:
Fluency in both oral and written communication in the English language is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in the context of the Caribbean region.

Additional Notes:
This is a full-time position with a fixed-term contract of 12 months, which is eligible for extension based on satisfactory performance and operational requirements. The role is based in Kingstown, St. Vincent and the Grenadines, and may require travel to other Caribbean countries for missions, emergency responses, and training. The selected candidate will receive a competitive salary, up to 30 days of annual leave, pension entitlement, health and life insurance, and various other benefits. A 12-month probationary period will be in place upon appointment.
