Job Overview:
The consultancy position is designed to provide high-level technical assistance for the development of the 2025 National Demographic and Health Survey (NDHS) systems in the Philippines. The NDHS is a comprehensive nationwide survey that collects vital information on various health-related issues, including marriage, fertility levels, family planning, child health, and women's empowerment. The data gathered through this survey is crucial for policymakers and program managers to design and evaluate health programs and strategies. Due to a temporary pause in foreign assistance funding from USAID, UNFPA is stepping in to ensure the continuity and quality of the survey operations by engaging a technical consultant with proven expertise in this field. The consultant will work closely with the Philippine Statistics Authority (PSA) to develop and strengthen the core systems necessary for the successful implementation of the NDHS, including the Computer-Assisted Personal Interviewing (CAPI) system, Monitoring Information System (MIS), Data Processing System (DPS), and Tabulation System. This role is critical for ensuring the technical soundness and operational readiness of the NDHS, ultimately enabling the production of high-quality data to guide national health and development initiatives.

Duties and Responsibilities:
The consultant will have a comprehensive set of duties and responsibilities, including:
  • Development of the CAPI system, assisting PSA staff in preparation and updates.
  • Development of the Management Information System (MIS) with a monitoring dashboard, collaborating with PSA staff and in-country consultants.
  • Ensuring systems quality assurance by assisting PSA staff in providing CAPI and other system designs.
  • Development of the Data Processing System (DPS), including preparation and updates, ensuring validation between old and new systems.
  • Development of the Tabulation System, assisting in preparation and updates while ensuring validation.
  • Participation in pretest briefings and assisting in updating the CAPI system for pretests.
  • Serving as an IT resource person in training sessions for trainers and task force training.
  • Assisting PSA staff in troubleshooting the CAPI system and setting up IT infrastructure.
  • Supporting data processing at the central office, including secondary editing and data evaluation. 1
  • Conducting workshops on data processing and evaluation, assisting in generating tables and weights for key indicators. 1
  • Preparing statistical tables for key indicators and final reports, participating in workshops remotely. The consultant will be expected to deliver outputs based on a structured timeline, ensuring that all activities are completed efficiently and effectively.

Required Qualifications:
The position requires advanced expertise and qualifications, including:
  • An advanced university degree (Master's or equivalent) in demography, social sciences, gender studies, public health, or a related field.
  • A minimum of 10 years of relevant professional experience, particularly in the Demographic and Health Survey (DHS) Program.
  • Demonstrated ability to develop, update, and troubleshoot CAPI systems and DPS, preferably using CSPro.
  • Advanced knowledge in developing survey applications and systems, as well as generating and evaluating complex tables and indicators.
  • Excellent analytical, writing, and communication skills are essential for effective collaboration and reporting.

Educational Background:
Candidates must possess an advanced university degree, such as a Master's degree or its equivalent, in fields related to demography, social sciences, gender studies, public health, or similar disciplines. This educational background is crucial for understanding the complexities of population health and development issues, as well as for effectively engaging with the technical aspects of the NDHS.

Experience:
The position requires a significant level of experience, specifically a minimum of 10 years in relevant professional roles. This experience should include expertise in the Demographic and Health Survey (DHS) Program, with a strong focus on developing and managing survey systems and applications. Candidates should have a proven track record of working with CAPI systems and data processing systems, demonstrating their ability to troubleshoot and enhance these systems effectively.

Languages:
Fluency in English is mandatory for this position, as it is essential for communication, documentation, and collaboration with various stakeholders. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if it facilitates better communication with local partners or stakeholders in the Philippines.

The consultancy is structured as a deliverable-based contract, spanning 127 days over eleven months, from July 2025 to May 202
  • The consultant is expected to work remotely for most of the duration, with the requirement to attend two batches of in-person workshops in Manila, Philippines. Travel arrangements, including air tickets and daily subsistence allowance (DSA), will be provided.
