Job Overview: The consultancy position is aimed at providing high-level technical assistance for the development of the 2025 National Demographic and Health Survey (NDHS) systems. The consultant will play a vital role in ensuring the continuity and quality of survey operations, especially in light of the recent suspension of technical support from the United States Agency for International Development (USAID). The consultant will assist the Philippine Statistics Authority (PSA) in developing core systems necessary for the successful implementation of the NDHS, including a Computer-Assisted Personal Interviewing (CAPI) system, a Monitoring Information System (MIS), a Data Processing System (DPS), and a Tabulation System. This role is critical for producing high-quality data that will inform national health and development initiatives.
Duties and Responsibilities: The consultant will be responsible for a wide range of duties, including:
Development of the CAPI system, assisting PSA staff in preparation and updates.
Development of the Management Information System (MIS) with a monitoring dashboard, collaborating with PSA staff and in-country consultants.
Ensuring systems quality assurance by assisting PSA staff in system designs.
Development of the Data Processing System (DPS), including updates and validation between old and new systems.
Development of the Tabulation System, ensuring proper updates and validation.
Participation in pretest briefings and assisting in CAPI system updates.
Task force training, troubleshooting, and setting up IT infrastructure.
Updating the CAPI system post-training. 1
Field supervision and data processing at the central office, ensuring data quality. 1
Assisting in data evaluation, coding, and recoding. 1
Conducting workshops on data processing and tabulation systems. 1
Preparing statistical tables for key indicators and final reports. 1

Required Qualifications: The position requires advanced expertise and qualifications, including:
An advanced university degree (Master's or equivalent) in demography, social sciences, gender studies, public health, or a related field.
A minimum of 10 years of relevant professional experience, particularly in the Demographic and Health Survey (DHS) Program.
Proven ability to develop, update, and troubleshoot CAPI systems and DPS, preferably using CSPro.
Advanced knowledge in developing survey applications and systems, as well as generating and evaluating complex tables and indicators.
Excellent analytical, writing, and communication skills are essential.
Educational Background: Candidates must possess an advanced university degree (Master's or equivalent) in relevant fields such as demography, social sciences, gender studies, public health, or related disciplines.
