Job Overview:
The National Consultant for Women and Children Protection Units Evaluation will play a crucial role in assessing the effectiveness and functionality of WCPUs across various levels of care in the Philippines. This position involves providing technical leadership in the design and implementation of a comprehensive assessment that evaluates service quality, system integration, and barriers to access for survivors of gender-based violence. The consultant will utilize both quantitative and qualitative methodologies to gather evidence and generate recommendations that will inform the strategic plan for the Women and Children Protection Program (WCPP) for 2026 to 203
  • The consultant will work closely with the Department of Health and other stakeholders to ensure that the assessment is grounded in real-world experiences and responsive to the needs of survivors. The overarching goal is to strengthen the implementation of WCPUs and improve access to services for victim-survivors of violence.

Duties and Responsibilities:
The consultant will be responsible for a range of duties, including:
  • Submitting an inception report that outlines the project background, objectives, methodology, and timeline.
  • Facilitating initial meetings and orientations with key partners from the DOH.
  • Conducting a comprehensive desk review of existing policies and models related to WCPUs.
  • Developing context-appropriate data collection tools and protocols for gathering qualitative and quantitative data.
  • Conducting interviews, focus group discussions, and surveys with stakeholders to gather insights on service delivery and access barriers.
  • Analyzing findings from data collection and drafting a comprehensive evaluation report that highlights key bottlenecks and areas for improvement.
  • Conducting validation workshops with stakeholders to present preliminary findings and gather feedback.
  • Developing actionable recommendations based on the evaluation findings and facilitating an action planning workshop to co-develop strategies for enhancing WCPU implementation.
  • Submitting final reports and documentation of the consultancy process, including a concise policy brief and presentation materials.

Required Qualifications:
The ideal candidate must possess a Master’s degree in public health, medicine, health systems development, health policy, social sciences, or a related field. A postgraduate degree or advanced training in public health, gender studies, or international development is desirable. The consultant should have a minimum of five years of progressively responsible experience in public health program evaluations, with demonstrated expertise in assessing health systems performance and service delivery models. Relevant experience in gender-based violence programs and familiarity with the Philippine Department of Health is a distinct advantage. Strong analytical, writing, and communication skills in English are essential, along with the ability to produce evidence-based reports and actionable recommendations.

Educational Background:
Candidates must have a Master’s degree in a relevant field such as public health, health systems development, or social sciences. A postgraduate degree or advanced training in related disciplines is preferred, indicating a strong academic foundation in health and social issues.

Experience:
Candidates should have at least five years of relevant experience in public health program evaluations, particularly in assessing health systems and service delivery models. Experience in conducting evaluations using both quantitative and qualitative methods is essential, along with a strong background in analyzing access barriers and service integration within public health systems. Prior experience working with ministries of health or public health agencies in low- and middle-income countries is highly desirable, particularly in the context of gender-based violence.

Languages:
Fluency in English is mandatory, with excellent analytical and communication skills. Knowledge of Filipino or other local languages may be advantageous but is not required.

Additional Notes:
The consultancy will involve 45 person-days over a period of 5 months, with a flexible work environment that allows for remote work. The consultant will be compensated on a per-deliverable basis, with payments scheduled upon acceptance of specific deliverables. UNFPA will cover travel expenses for in-country missions, including airfares and daily subsistence allowances. The consultant is expected to engage regularly with UNFPA and DOH stakeholders to ensure effective collaboration and progress monitoring throughout the consultancy.
