Job Overview: The Senior Programme Assistant will play a crucial role in supporting the WASH (Water, Sanitation, and Hygiene) Programme under the supervision of the WASH Programme Manager and the National Officer (WASH). This position requires a proactive individual who can coordinate the implementation of WASH activities, ensuring compliance with donor requirements and project timelines. The Senior Programme Assistant will be responsible for monitoring project activities, preparing technical specifications, and ensuring effective communication with stakeholders. The role also involves planning and coordinating procurements, maintaining project documentation, and contributing to project proposals. The ideal candidate will have a strong understanding of WASH principles and experience in humanitarian assistance, as well as the ability to work collaboratively with various teams and stakeholders.
Duties and Responsibilities:
Coordinate the implementation of WASH activities, ensuring adherence to donor requirements and project timelines.
Monitor project activities to ensure they meet scope, time, and budget constraints, reporting any delays or necessary adjustments.
Prepare and review technical specifications, Bill of Quantities (BoQs), and drawings for WASH infrastructure projects.
Conduct regular site visits to verify proper utilization of materials and effective distribution of WASH items to beneficiaries.
Collaborate with contractors to ensure timely project completion and manage contract close-out procedures.
Plan and coordinate procurement processes in alignment with approved specifications, working closely with procurement and logistics units.
Maintain active communication with stakeholders and prepare regular progress reports for the WASH Operation Officer.
Ensure all necessary permits and authorizations are obtained from local authorities to maintain project stability.
Provide documentation for project proposals and contribute to contingency planning for WASH emergency responses. 1
Perform additional duties as assigned by supervisors.
Required Qualifications: Candidates must possess a Bachelor’s Degree or higher in Engineering (Civil, Environmental, Mechanical, or Chemical), Geophysics, Hydrogeology, Geology, or Public Health. A sound knowledge of water, sanitation, and hygiene principles for humanitarian assistance is essential. Alternatively, a High School diploma from an accredited institution may be accepted, provided the candidate has relevant experience and training in the field.
Educational Background: The educational background required for this position includes a Bachelor’s Degree in relevant fields such as Engineering, Geophysics, Hydrogeology, Geology, or Public Health. Candidates with a High School diploma may also be considered if they have significant experience in WASH-related projects. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that the educational qualifications meet international standards.
Experience: A minimum of six years of experience in implementing water, sanitation, and hygiene-related projects is required. Candidates with a University degree may qualify with four years of relevant experience. Experience in the humanitarian field is preferred, as it provides the necessary context for understanding the challenges and requirements of WASH projects in crisis situations.
Languages: Fluency in English, both oral and written, is mandatory for all applicants. Additionally, working knowledge of local languages such as Fulfulde and Hausa is desirable. Proficiency in IOM's official languages, which include English, French, and Spanish, will be evaluated during the selection process, potentially through written and/or oral assessments.
Additional Notes: This position is subject to local recruitment, meaning only candidates with a valid residence and work permit for Nigeria will be considered. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Offers made to candidates are contingent upon funding confirmation. Candidates must also be certified medically fit for appointment and have their residency, visa, and authorizations verified by the relevant government authorities.
