Job Overview:
The Consultant for the Hromada Reconstruction and Empowerment Facility (HREF) will play a crucial role in the restoration of infrastructure in five oblasts of Ukraine, namely Lviv, Ivano-Frankivsk, Chernivtsi, Zakarpattya, and Vinnytsya. The primary responsibility of the Consultant will be to analyze existing technical documentation related to construction projects, including design and cost estimates, and to provide recommendations for discrepancies found. The Consultant will also prepare technical tasks for procurement processes, support quality control and monitoring of repair activities, and ensure compliance with national construction standards and IOM policies. This position requires a strong understanding of civil engineering and architecture, as well as the ability to navigate complex regulatory environments and collaborate with various stakeholders.
Duties and Responsibilities:
The Consultant will be responsible for a comprehensive analysis of design and cost estimate documentation (DCED), including architectural, structural, and engineering solutions. They will compare the DCED with national construction standards and relevant laws, identifying inconsistencies and potential legal risks. The Consultant may conduct site visits to assess the actual condition of buildings and ensure that the documentation aligns with the physical state of the structures. They will formulate justified recommendations for corrections or revisions to the DCED, draft Bills of Quantities and Bills of Materials, and assist in preparing procurement documents for construction tenders. Additionally, the Consultant will conduct quality control on-site, document any changes to original designs, and ensure compliance with IOM's policies on data protection and prevention of sexual exploitation and abuse.
Required Qualifications:
Candidates must possess a Master’s degree in Civil Engineering or Architecture from an accredited institution, along with at least five years of relevant professional experience in construction design. A Certificate of Design Engineer for CC2 category or a certification as a licensed professional architect is required. Knowledge of Ukrainian legislation related to urban planning and design is essential, as well as experience in civil design construction and WASH projects. Familiarity with legal and technical examination of project documentation is advantageous, as is experience working with NGOs or international organizations. Fluency in Ukrainian is mandatory, and a working knowledge of English is preferred.
Educational Background:
The position requires a Master’s degree in Civil Engineering or Architecture from an accredited academic institution. This educational background is critical for understanding the complexities of construction design and the regulatory frameworks governing such projects.
Experience:
Candidates should have a minimum of five years of relevant professional experience in construction design. This experience should include work on civil design construction projects, as well as familiarity with WASH (Water, Sanitation, and Hygiene) projects. Experience in conducting legal and technical examinations of project documentation is considered an advantage, particularly in the context of working with non-governmental or international organizations.
Languages:
Fluency in Ukrainian is a mandatory requirement for this position, as the Consultant will be working within Ukraine and interacting with local stakeholders. A working knowledge of English is considered an advantage, as it may facilitate communication with international partners and stakeholders.
Additional Notes:
The position may require travel as part of the contract obligations. Any offer made to the candidate is subject to funding confirmation, and the appointment will be contingent upon medical fitness certification and verification of residency and visa requirements. IOM provides coverage for occupational accidents and illnesses under its Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational incidents. IOM maintains a zero-tolerance policy regarding conduct that contradicts the organization's values, including discrimination and harassment.
