  • UNESCO’s office in Yaounde was established in 1991 as a cluster office but with a regional status in the sector of Communication and Communication covering countries of West and Central Africa. In January 2014, the Office was transformed into a Multisectoral Regional Office covering 10 countries: Angola, Burundi, Cameroon, Central African Republic, Chad, Republic of Congo, Democratic Republic of Congo, Equatorial Guinea, Gabon and Sao Tomé e Principe. The Yaounde Office has the mandate to implement programmatic activities and projects within UNESCO’s areas of competence: Education, Culture, Science, Communication, Information, Social, and Human Sciences. The UNESCO Regional Office in Yaounde is actively represented in the United Nations’ Country Team (UNCT) in Cameroun and in other countries of the region that it covers, cooperating actively as well with Peace Keeping missions in the region. UNESCO also participates in all UNCT working groups; Governance, Communication, Humanitarian-Development-Peace Nexus (HDPN), etc., and is a member of the Humanitarian Country Team (HCT). The Yaounde office implements programmes and activities in all thematic areas (youth and civic engagement, gender equality, marginalized communities, media pluralism, cultural diversity, artificial intelligence, employment) and pursuant of the 2014 2021 Medium Term Strategy, which contributes to the building of peace, the eradication of poverty, and sustainable development and intercultural dialogue through education, sciences, culture, communication and information.

Job Overview:
The UN Volunteer Gender-based Violence (GBV) Specialist will work closely with the GBV team in the implementation of program activities and liaise with the sexual reproductive health (SRH) and mental health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support (MHPSS) team on cross-cutting issues. The GBV specialist will contribute to the Country Programme as a whole, with a specific focus on improving quality GBV programming through local capacities strengthening. The role is crucial in ensuring that the minimum standards for Prevention and Response to Gender-based Violence are implemented in direct programs, with implementing and operational partners. The specialist will also provide guidance and support to local organizations implementing GBV programming and operational partners on Humanitarian Guiding Principles, GBV Case Management, PSEA, Safe Referral and other key components of GBV response. This position requires active participation in humanitarian GBV-related meetings and liaising with partner organizations as appropriate, as well as undertaking analysis of trends, gaps, and challenges in addressing major issues in GBV in emergency settings. The specialist will monitor, evaluate, and report on the overall achievements of technical indicators in the UNFPA GBV program, including data in both development and humanitarian settings. Advocacy is also a key component of this role, which includes preparing relevant documentation and participating in donor meetings and public information events.

Duties and Responsibilities:
The UN Volunteer Gender-based Violence (GBV) Specialist will undertake the following tasks:
  • Ensure that the minimum standards for Prevention and Response to Gender-based Violence are implemented in our direct programs, with our implementing and operational partners.
  • Provide guidance and support to local organizations implementing GBV programming and operational partners on Humanitarian Guiding Principles, GBV Case Management, PSEA, Safe Referral and other key components of GBV response.
  • Participate and represent UNFPA in humanitarian GBV-related meetings and liaise with partner organizations as appropriate.
  • Undertake analysis of trends, gaps, and challenges in addressing major issues in GBV in emergency settings; provide regular feedback to the GBV program team and Humanitarian Team on changing humanitarian and development dynamics at the regional level.
  • Monitor, evaluate, and report overall achievements of technical indicators in the UNFPA GBV program, including data in both development and humanitarian settings.
  • Assist in advocacy by preparing relevant documentation, including project summaries, conference papers, donor profiles, and participating in donor meetings and public information events.
  • Report monthly on progress on program activities in the regions to the Humanitarian Coordinator, which includes updates on the situation and emergency security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">human security issues.
  • Perform other relevant duties and assist with other GBV tasks as required from the country office, the regional office, and other entities.

Required Qualifications:
The position requires a strong understanding of gender-based violence issues, particularly in humanitarian settings. Candidates should have experience in GBV programming, including case management, prevention, and response strategies. Knowledge of humanitarian principles and the ability to work collaboratively with local organizations and partners is essential. Strong analytical skills and the ability to monitor and evaluate program effectiveness are also required. The candidate should possess excellent communication skills, both written and verbal, to effectively advocate for GBV issues and engage with stakeholders.

Educational Background:
A degree in social sciences, public health, gender studies, or a related field is required. Advanced degrees or specialized training in gender-based violence, humanitarian response, or related areas will be considered an asset. Candidates should have a solid understanding of the socio-political context of the Anglophone regions of Cameroon and the challenges faced by affected populations.

Experience:
Candidates should have a minimum of 3-5 years of relevant experience in GBV programming, particularly in emergency or humanitarian contexts. Experience working with UN agencies, NGOs, or other international organizations in similar roles is highly desirable. Familiarity with the local context and the ability to navigate complex socio-political environments will be an advantage.

Languages:
Fluency in English is mandatory, and knowledge of French is an asset. Understanding local languages spoken in the North West and South West regions of Cameroon will be beneficial for effective communication with affected populations.

Additional Notes:
Living conditions in Bamenda are challenging due to the ongoing crisis, with significant security risks, including 'ghost town' shutdowns and movement restrictions. Basic services such as power, water, and internet are unreliable, and access to quality healthcare requires private clinics and mandatory medical evacuation insurance. The position requires high resilience and is not suitable for families.
