Job Overview: The International Consultant (IC) will play a crucial role in enhancing GBV data systems and ethical data management in the Philippines. This consultancy involves providing technical leadership and strategic guidance in the operationalization of a harmonized Violence Against Women and Children (VAWC) Information Management System (IMS) and the development of national standards and protocols for GBV data systems. The consultant will collaborate with various stakeholders, including government agencies and an IT firm, to ensure that the GBV data systems are survivor-centered, ethical, and aligned with international standards. The consultant's work will contribute to the establishment of robust GBV data systems that facilitate informed decision-making and improve service delivery for survivors of GBV.
Duties and Responsibilities: The consultant will be responsible for leading the development of standards and guidelines for GBV data systems and ethical data management. This includes facilitating consultations and validation workshops with key stakeholders, developing a comprehensive document outlining minimum data sets, definitions, and data-sharing protocols. The consultant will also provide technical expertise in the development and operationalization of the VAWC IMS, ensuring that the system's features and workflows reflect survivor-centered principles. Additionally, the consultant will develop user manuals, training modules, and conduct capacity-building activities for system implementers across sectors. Continuous technical guidance will be provided to the IT firm during the system development process, ensuring alignment with ethical standards and functional needs.
Required Qualifications: Candidates must possess a Master's degree or equivalent in Gender Studies, Development Studies, Social Sciences, or a related field. A minimum of ten years of experience in gender-based violence, with at least five years in GBV data management or information systems, is required. Proven experience working with government agencies or NGOs on GBV data systems is essential. The consultant should have in-depth knowledge of ethical data governance, survivor-centered data management, and experience in developing training modules and facilitating multi-stakeholder consultations. Strong analytical, leadership, communication, and problem-solving skills are necessary for this role.
Educational Background: A Master's degree or equivalent in Gender Studies, Development Studies, Social Sciences, or any relevant field is required for this position. This educational background should provide a solid foundation in understanding gender issues, social dynamics, and the complexities surrounding gender-based violence and data management.
Experience: The position requires at least ten years of experience in gender-based violence, with a focus on GBV data management, case management, or information systems. Candidates should have a proven track record of working with government agencies, international organizations, or NGOs to develop or improve GBV data systems and frameworks. Experience in stakeholder coordination and capacity building is also essential, as the consultant will need to engage with various stakeholders to ensure effective implementation of strategic plans and ethical data management practices.
Languages: Fluency in English, both written and spoken, is mandatory for this position. Knowledge of Filipino (Tagalog) or Bisaya is considered an advantage, particularly for engaging with local stakeholders during consultations and training sessions.
Additional Notes: The consultancy will involve 95-person days spread over a duration of 5 months, commencing immediately upon contract approval. The consultant will primarily work remotely but will be required to conduct on-site visits in the Philippines for consultations and capacity-building workshops. UNFPA will cover travel expenses, including airfares and daily subsistence allowances, in addition to the consultancy fee. The consultant will be supervised by the UNFPA Country Office Philippines Representative and will collaborate closely with the technical teams from both the TWG-IACVAWC and UNFPA’s gender team.
