Job Overview: The position of International Consultant for Women and Children Protection Units Evaluation involves providing technical expertise and consultancy to evaluate the service delivery models of Women and Children Protection Units (WCPUs) in the Philippines. The consultant will assess the effectiveness and functionality of these units, identify barriers to access for survivors of gender-based violence (GBV), and recommend improvements to enhance service delivery. This role requires a comprehensive understanding of health systems evaluation, survivor-centered approaches, and the ability to apply both quantitative and qualitative methodologies. The consultant will work closely with the Department of Health (DOH) and other stakeholders to generate evidence-based findings that will inform the strategic plan for the Women and Children Protection Program (WCPP) for 2026 to 2030.
Duties and Responsibilities: The consultant will be responsible for several key activities, including:
Submitting an inception report outlining the project background, objectives, methodology, and timeline.
Conducting a desk review of existing policies and models related to WCPUs.
Developing data collection tools and protocols for interviews, surveys, and focus group discussions.
Gathering data through consultations with stakeholders, including DOH staff and multidisciplinary teams.
Analyzing findings from data collection to identify bottlenecks and areas for improvement in service delivery.
Drafting a comprehensive evaluation report that documents barriers to access and highlights best practices.
Facilitating a validation workshop to present preliminary findings and gather stakeholder feedback.
Developing recommendations for enhancing WCPU implementation and service delivery.
Conducting an action planning workshop to co-develop strategies for improving survivor access to services. 1
Submitting final reports and documentation of the consultancy process.
Required Qualifications: The consultant must possess a Master's degree in public health, medicine, health systems development, health policy, social sciences, or a related field. A postgraduate degree or advanced training in public health, gender studies, or international development is desirable. The consultant should have a minimum of five years of progressively responsible experience in public health program evaluations, with expertise in assessing health systems performance and service delivery models. Experience in gender-based violence programs and familiarity with the Philippine health system is highly advantageous. Strong analytical, writing, and communication skills in English are essential, along with the ability to produce evidence-based reports and actionable recommendations.
Educational Background: Candidates must have a Master's degree in a relevant field such as public health, health systems development, or social sciences. A postgraduate degree or advanced training in related disciplines is preferred, indicating a strong academic foundation in health and social issues.
Experience: The consultant should have at least five years of relevant experience in public health program evaluations, particularly in low- and middle-income country settings. Experience in evaluating gender-based violence programs and familiarity with the Philippine Department of Health is a distinct advantage. The consultant should demonstrate a strong background in both quantitative and qualitative evaluation methodologies.
Languages: Fluency in English is mandatory, with excellent analytical and communication skills. Knowledge of Filipino or other local languages is considered an asset but is not mandatory.
Additional Notes: The consultancy will span 45 person-days over a period of 5 months, with a flexible work environment that allows for remote work. The consultant will be compensated on a per-deliverable basis, with payments tied to the completion and approval of specific outputs. UNFPA will cover travel expenses for in-country missions, including airfares and daily subsistence allowances. The consultant is expected to engage in regular check-in meetings with UNFPA and DOH to monitor progress and address any challenges that arise during the consultancy.
