Job Overview:
The Consultant will play a crucial role in supporting the implementation of various projects aimed at the repair, reconstruction, overhaul, or construction of selected infrastructure objects. The primary focus will be on the 'Hromada Reconstruction and Empowerment Facility' (HREF) and the 'Economic Integration of Internally Displaced People and Persons affected by Conflict' (Livelihood +) project. These projects are designed to enhance the living conditions and economic independence of internally displaced persons and vulnerable populations affected by conflict. The Consultant will be responsible for conducting technical assessments, preparing scopes of work, and monitoring the repairs and rehabilitation of buildings, ensuring compliance with IOM standards and national legislation. The role requires collaboration with various stakeholders, including municipalities and project partners, to ensure effective project delivery and adherence to safety and quality standards.
Duties and Responsibilities:
The Consultant's duties will include conducting field visits to assess and document repair requirements for various infrastructure types, including communal infrastructure, social institutions, and residential buildings. They will draft Bills of Quantities and Bills of Materials, prepare necessary engineering drawings, and assist in coordinating procurement processes related to construction. The Consultant will also be responsible for quality control, monitoring timelines and costs, documenting progress, and ensuring compliance with safety measures. They will liaise with internal units to address Housing Land and Property issues and support administrative coordination of project implementation. Additionally, the Consultant will ensure proper documentation and adherence to data protection protocols, as well as uphold IOM's policies on the Prevention of Sexual Exploitation and Abuse (PSEA).
Required Qualifications:
Candidates must possess a Bachelor’s degree in Civil Engineering or Architecture with at least 4 years of relevant experience, or a Bachelor’s degree in Mechanical or Electromechanical Engineering with at least 5 years of experience in building construction or repair management. Alternatively, candidates with a high school diploma in a technical field and at least 7 years of relevant experience will also be considered. Specific experience in construction engineering, contract management, and technical supervision of construction projects is essential. Familiarity with civil design construction and WASH projects, as well as experience working with NGOs or international organizations, is advantageous. Fluency in Ukrainian is required, and a working knowledge of English is preferred.
Educational Background:
The educational requirements for this position include a Bachelor’s degree in Civil Engineering, Architecture, Mechanical Engineering, or Electromechanical Engineering from an accredited institution. Candidates with a high school diploma in a technical field related to construction may also apply if they meet the experience requirements. The educational background should provide a solid foundation in engineering principles and practices relevant to construction and infrastructure projects.
Experience:
Candidates should have a minimum of 4 to 7 years of professional experience in building construction or repair management, depending on their educational qualifications. This experience should include technical supervision of construction projects, contract management, and familiarity with civil design and WASH projects. Experience working with international organizations or NGOs is considered a valuable asset, as it demonstrates an understanding of the operational context and challenges faced in such environments.
Languages:
Fluency in Ukrainian is mandatory for this position, as it is essential for effective communication with local stakeholders and project beneficiaries. A working knowledge of English is considered an advantage, as it may facilitate communication with international partners and enhance the Consultant's ability to engage with diverse project documentation and reports.
Additional Notes:
The position requires mandatory travel as part of the contract. Any offer made to the candidate is subject to funding confirmation, and the appointment will depend on the candidate's medical fitness, residency verification, and necessary government authorizations. IOM provides coverage against occupational accidents and illnesses under its Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational issues. IOM maintains a zero-tolerance policy regarding conduct that contradicts its objectives, including discrimination and harassment.
