Job Overview:
The Consultant will play a crucial role in supporting the implementation of various projects aimed at repairing, reconstructing, and constructing infrastructure in selected areas. The projects include the 'Hromada Reconstruction and Empowerment Facility' (HREF) and the 'Economic Integration of Internally Displaced People and Persons affected by Conflict' (Livelihood +). The Consultant will be responsible for conducting technical assessments, preparing scopes of work, and monitoring the repairs and rehabilitation of buildings. This position requires close coordination with colleagues, partners, and municipalities to ensure effective project execution. The Consultant will also assist in administrative tasks and ensure compliance with safety measures and donor visibility requirements.
Duties and Responsibilities:
The Consultant's duties will include conducting field visits to assess repair requirements for various infrastructures, drafting Bills of Quantities and Bills of Materials, assisting in the procurement process, conducting quality control, documenting progress on-site, monitoring construction activities, and ensuring compliance with safety measures. The Consultant will also be responsible for liaising with different organizational units and external parties, ensuring proper documentation and adherence to data protection protocols, and upholding IOM's standards on the Prevention of Sexual Exploitation and Abuse (PSEA). Additional responsibilities may include performing other duties as required by the project management team.
Required Qualifications:
Candidates must possess a Bachelor’s degree in Civil Engineering or Architecture with at least 4 years of relevant experience, or a Bachelor’s degree in Mechanical or Electromechanical Engineering with at least 5 years of experience in building construction and repair management. Alternatively, candidates with a high school diploma in a technical field and at least 7 years of relevant experience will also be considered. Specific experience in construction engineering, contract management, technical supervision of projects, and familiarity with civil design construction and WASH projects is essential. Experience working with NGOs or international organizations is an advantage.
Educational Background:
A Bachelor’s degree in Civil Engineering or Architecture is required, or a Bachelor’s degree in Mechanical or Electromechanical Engineering. Candidates with a high school diploma in a technical field may also apply if they meet the experience requirements. The educational background should be from an accredited institution, ensuring that candidates have the necessary theoretical and practical knowledge to perform the job effectively.
Experience:
Candidates should have a minimum of 4 to 7 years of relevant professional experience in building construction and repair management, depending on their educational qualifications. Experience in construction engineering, contract management, and technical supervision of construction projects is crucial. Familiarity with planning and implementing civil design construction and WASH projects is also important. Previous experience working with non-governmental or international organizations is considered an asset.
Languages:
Fluency in Ukrainian is mandatory for this position, as it is essential for effective communication and coordination with local stakeholders. A working knowledge of English is advantageous, as it may be necessary for reporting and liaising with international partners.
Additional Notes:
The position requires travel as part of the contract obligations. The appointment is subject to funding confirmation and the candidate's medical fitness for the role. IOM provides coverage against occupational accidents and illnesses but does not offer evacuation or medical insurance for non-occupational incidents. Consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM adheres to a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
