Job Overview:
The consultant will play a crucial role in documenting and assessing the community-led HIV prevention and service delivery model initiated by UNFPA in Metro Manila. This position requires a specialist in HIV prevention and sexual and reproductive health (SRH) programming, particularly in the context of out-of-school Comprehensive Sexuality Education (CSE). The consultant will be responsible for evaluating the effectiveness of the model, identifying best practices, and providing recommendations for future implementation and potential scale-up. The work will involve a thorough desk review, stakeholder mapping, and the development of data collection tools to gather both quantitative and qualitative data. The consultant will also facilitate workshops and ensure that the research is conducted ethically and sensitively, particularly with respect to the rights of adolescents and individuals living with HIV.

Duties and Responsibilities:
The consultant's duties will include conducting a comprehensive desk review of community-led prevention and service delivery models, documenting the design and evolution of the HIV prevention model in Metro Manila, leading the development of a methodology for assessing the model's effectiveness, and creating data collection tools. The consultant will also map key stakeholders, produce a detailed report with findings and recommendations, develop a user-friendly brief of the model, and facilitate a dissemination workshop for UNFPA and its partners. Additionally, the consultant will ensure that all research activities are conducted in a culturally sensitive manner, respecting the rights and dignity of all participants, particularly adolescents and those living with HIV.

Required Qualifications:
Candidates must possess a Master’s degree in Public Health, Medicine, Development Studies, Social Sciences, or a related field. They should have at least 5 years of experience managing sexual and reproductive health (SRH) and/or HIV/STI programs, including design, implementation, monitoring, and evaluation. Proven expertise in qualitative and quantitative research methods is essential, along with substantial experience in leading evaluations related to HIV and/or SRH programs. A strong understanding of community-led service delivery models and the HIV/SRH context in the Philippines is required. Excellent interpersonal and communication skills are necessary, and fluency in both English and Filipino is mandatory. A sample evaluation or assessment report relevant to the consultancy scope is also required.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Public Health, Medicine, Development Studies, or Social Sciences. This advanced education is crucial for understanding the complexities of sexual and reproductive health issues and the methodologies used in program evaluation and implementation.

Experience:
The consultant should have a minimum of 5 years of relevant experience in managing programs related to sexual and reproductive health and HIV/STI. This experience should encompass all aspects of program management, including design, implementation, monitoring, evaluation, and reporting. The consultant should also have a proven track record in conducting qualitative and quantitative research, particularly in the context of HIV and SRH programs.

Languages:
Fluency in English and Filipino is mandatory for this position, both in spoken and written forms. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in these two languages to effectively engage with stakeholders and participants.

Additional Notes:
The consultancy is expected to last for a duration of 3 months, with a commitment of 60 person-days. The consultant will be compensated on a per-deliverable basis, with payments structured around the completion of specific milestones. The work will primarily be conducted remotely, with some in-person meetings required. UNFPA will cover travel costs where applicable, and the consultant will be supervised by the M&E Specialist and other relevant team members.
