Job Overview:
The Programme Policy Officer (Anticipatory Action and Impact-based Forecasting Specialist) position is crucial for the effective implementation of WFP's initiatives in Pakistan, particularly in Khyber Pakhtunkhwa (KP). The role focuses on enhancing the adaptive capacity of vulnerable communities against climate-related disasters, specifically riverine flooding. The incumbent will lead the Anticipatory Action and Impact-Based Forecasting portfolio, ensuring that early warning systems and anticipatory action protocols are developed and implemented effectively. This position requires a dynamic professional who can engage with various stakeholders, including government agencies, to build capacity and improve disaster preparedness. The officer will be responsible for conducting assessments, developing training programs, and coordinating with local and national entities to institutionalize anticipatory action protocols. The role also involves generating actionable advisories based on impact-based forecasting products and improving risk communication strategies to ensure timely dissemination of information to vulnerable communities.

Duties and Responsibilities:
The incumbent will perform a variety of tasks under the direct supervision of the Project Manager and overall supervision of the Head of the Provincial Office Khyber Pakhtunkhwa. Key responsibilities include:
  • Technical Support and Capacity Building: Conducting comprehensive capacity needs assessments for flash flood forecasting and early warning systems, developing and delivering training programs, providing technical assistance for hydrometeorological instrumentation, and supporting risk assessments and crisis timelines.
  • Development of Anticipatory Action Protocols: Designing and implementing simulation exercises, maintaining beneficiary databases, and collaborating with government stakeholders to institutionalize protocols for flood events.
  • Impact-Based Forecasting and Risk Communication: Developing risk matrices, conducting local risk assessments, generating actionable advisories, and improving risk communication strategies.
  • Coordination and Collaboration: Ensuring effective implementation of project activities through coordination with various units and participating in project meetings.
  • Monitoring and Reporting: Monitoring the implementation of activities, documenting lessons learned, and contributing to technical guidelines for disaster risk reduction.

Required Qualifications:
Candidates must possess strong technical expertise in hydrometeorological monitoring and forecasting, with at least 3 years of experience in flood forecasting, early warning systems, and disaster risk reduction. The role requires excellent analytical and problem-solving skills, proficiency in data analysis and forecasting tools, and strong communication and coordination abilities. Experience in developing and delivering training programs is also essential. Candidates should demonstrate a commitment to WFP's values and mission, and the ability to work collaboratively in a multicultural environment.

Educational Background:
An advanced degree in Meteorology, Hydrology, Environmental Science, Climate Change, or a related field is required. Alternatively, a first university degree in the same areas with 2 additional years of relevant experience may be considered. All educational documents must be verified by the Higher Education Commission (HEC) in Pakistan, and appointment will be subject to submission of HEC-verified degrees.

Experience:
The position requires a minimum of 3 years of relevant experience in flood forecasting, early warning systems, and disaster risk reduction, with a specific focus on anticipatory action and impact-based forecasting. Candidates should have a proven track record of working in similar roles and demonstrate the ability to engage effectively with various stakeholders, including government agencies and local communities.

Languages:
Fluency in English (level C) is mandatory, along with proficiency in Urdu and other local languages. Strong communication skills in these languages are essential for effective engagement with stakeholders and vulnerable communities.
