Job Overview:
The Judiciary Advocacy Consultant will play a crucial role in developing a comprehensive strategy for engaging women champions in the Philippine judiciary system. This position is part of the UNFPA's 9th Country Programme for the Philippines (2024-2028), which aims to strengthen the capacity and accountability of institutions to advance sexual and reproductive health and rights (SRHR), gender equality, and youth empowerment. The consultant will be responsible for conducting strategic analysis and mapping of the judiciary, identifying entry points for engagement, and developing tailored strategies for judicial capacity building and advocacy. The primary output will be a well-defined strategy document that outlines the roadmap for UNFPA's engagement with the judiciary, focusing on empowering women champions.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:
  • Conducting a strategic analysis of the Philippine judicial system to identify opportunities and challenges for advancing SRHR and gender equality.
  • Mapping relevant stakeholders within the judiciary and assessing their roles and receptiveness to engagement.
  • Analyzing existing legal frameworks and judicial practices to identify gaps for intervention.
  • Defining actionable entry points for promoting UNFPA's objectives, such as judicial training and policy advocacy.
  • Developing a strategic framework for enhancing the capacity of judges and court personnel on SRHR and gender equality.
  • Creating a strategy for identifying and empowering women champions within the judiciary.
  • Making recommendations for promoting gender-sensitive court procedures.
  • Proposing a framework for monitoring and evaluating the effectiveness of the judicial engagement strategy.

Required Qualifications:
The position requires an advanced university degree (Master's or equivalent) in law, social sciences, gender studies, public health, or a related field. Candidates must have a minimum of 7 years of relevant professional experience in developing strategies, conducting research, and implementing programs related to judicial engagement, SRHR, gender equality, and human rights. A strong understanding of the Philippine legal and judicial system is essential, along with familiarity with UNFPA's mandate. Demonstrated experience in capacity building for legal professionals, particularly women in the judiciary, is also required. Excellent analytical, writing, and communication skills are necessary, and fluency in English is mandatory.

Educational Background:
Candidates must possess an advanced university degree (Master's or equivalent) in a relevant field such as law, social sciences, gender studies, or public health. This educational background is crucial for understanding the complexities of the judicial system and the issues surrounding SRHR and gender equality.

Experience:
