Job Overview: The Finance Manager is responsible for leading finance teams and ensuring compliance with HI’s standards and local regulations in the finance sector. This role involves financial strategy development, operational financial management, and acting as the primary contact for the director" style="border-bottom: 1px dotted #007bff !important;">Country Director regarding financial issues. The Finance Manager will support the Compliance department with donor and national audits, as well as administrative and legal matters related to finance. The position requires frequent travel between HI bases in Yemen and is based in either Sana’a or Amman, with a focus on managing financial planning, risk analysis, and representing HI in financial partnerships.
Duties and Responsibilities: The Finance Manager's duties include:
Team Management: Leading and managing finance teams, ensuring effective collaboration and skills development.
Strategy and Steering: Shaping and executing financial strategies within the operational framework, managing financial planning and risk, and analyzing key financial indicators.
Standards and Expertise: Ensuring compliance with HI’s financial policies and legal frameworks, overseeing the development of financial tools, and maintaining the integrity of financial operations.
Operational Implementation: Managing financial and budget management, accounts management, institutional funding compliance, and cash-flow management.
Profession Facilitation: Overseeing the implementation of professional standards and fostering team collaboration and inclusion.
Emergency Preparedness and Response: Preparing for and responding to emergencies as needed.
Required Qualifications: Candidates must possess a diploma in Finance or a related field, with proven experience of at least 3 years in a managerial or coordinator role within finance. They should have confirmed experience in team management and change/transformation management. Knowledge of accounting, financial and tax management, as well as donor frameworks and rules, is essential. Candidates should also have analytical and writing skills, along with the ability to lead and mobilize teams effectively. Strong interpersonal skills and the ability to adapt to new contexts are crucial, as well as the capacity to manage stress in challenging environments.
Educational Background: A diploma in Finance or a similar field is required for this position. Additional certifications or advanced degrees in finance or related disciplines may be advantageous.
Experience: The ideal candidate should have a minimum of 3 years of experience in a managerial or coordinator position within finance, particularly in a humanitarian context. Experience in team management and change management is also essential, as well as a proven track record of working in finance professions in challenging environments.
Languages: Fluency in English is mandatory, and knowledge of Arabic is highly desirable. Proficiency in additional languages may be considered an asset, particularly in the context of working in diverse environments.
Additional Notes: This position is an unaccompanied role with a 24-month international contract starting as soon as possible. The contract includes social coverage tailored to the mission context, such as unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2869€ gross per month, depending on experience, with 25 days of paid leave per year. Travel costs, including air tickets and visa expenses, will be covered, along with a child allowance of 100€ per month for each child after the first. Specific benefits vary based on location: in Sana’a, a per diem of 646€ net/month and a hardship allowance of 500€ net/month are provided, while in Amman, the per diem is 713€ net/month. Housing arrangements differ, with collective housing in Sana’a and individual housing in Amman. For residents in the country, a local package will be offered.
