Established to provide executive and administrative support to the Chief Scientist, the Office of the Chief Scientist (OCS) plays a crucial role in policy development and implementation. The Strategy & Policy Branch (GSX) is responsible for drafting guidance for the STO and overseeing its implementation, while also promoting partnerships and strategic outreach within the NATO S&T ecosystem.

Job Overview:
The Officer, Strategy Implementation will support the Chief Scientist in developing and planning the implementation of the NATO S&T Strategy. This role involves monitoring the NATO-wide implementation of the strategy and ensuring that the STO aligns with the strategic goals and objectives set forth by NATO. The incumbent will work closely with the Senior Strategy Officer and the Head of Strategy & Policy to propose and develop implementation measures, streamline processes, and consult with the NATO S&T Enterprise. The position requires a proactive approach to identifying gaps in strategy implementation and proposing actionable solutions. The Officer will also contribute to the governance roles of the STB by assisting in the development of NATO S&T priorities and policies, ensuring compliance with NATO governance principles, and preparing reports on implementation progress.

Duties and Responsibilities:
The Officer will be responsible for a variety of tasks including:

• Developing and planning implementation measures for the STO in coordination with the NATO S&T Enterprise.
• Proposing and developing measures across all strategic goals and objectives.
• Supporting the development of policies and frameworks to streamline strategy implementation processes.
• Consulting with the NATO S&T Enterprise on STO-led initiatives to promote synergies.
• Monitoring ongoing and planned strategy implementation measures across the NATO S&T Enterprise.
• Analyzing implementation measures to identify gaps and proposing actions to address them.
• Drafting and delivering implementation update reports to the STB.
• Supporting the development of the STB report to Council on strategy implementation progress.
• Contributing to the development and update of NATO S&T priorities and strategy. 1
• Assisting in the development and maintenance of STO policies and directives. 1
• Supporting the governance roles of the STB and ensuring compliance with NATO corporate governance principles.

Required Qualifications:
Candidates must possess a minimum of 3 years of experience in strategy implementation, program management, or organizational development, preferably within an international organization. A proven track record in delivering complex projects in multinational settings is essential, along with strong analytical, problem-solving, and project management skills. Candidates should have a broad knowledge of research and development organizations within NATO member states and in-depth knowledge of strategic planning concepts. Familiarity with military technology is also required. Additionally, candidates must demonstrate the capability to work in a multinational and multicultural environment, and possess sufficient program/project managerial experience at various levels of responsibility. Proficiency in office software is necessary.

Educational Background:
A degree from a recognized university or an equivalent qualification from a defense/military institution is required, preferably in a scientific, technical, engineering, or mathematical discipline. A master's degree in International Relations, Defence, Business Administration, or a related field is also acceptable.

Experience:
Candidates should have at least 3 years of relevant experience in an international environment, demonstrating the ability to work effectively in a multinational and multicultural context. Experience in defense, security, or scientific research is considered an asset.

Languages:
A very good knowledge of one of the two official NATO languages, English or French (SLP 4444), is mandatory, along with a good knowledge of the other language (SLP 3333). The primary working language is English, and knowledge of additional languages is desirable.

Additional Notes:
The successful applicant will be offered a definite duration contract of 3 years, with the possibility of renewal for up to 3 additional years. The position may require irregular working hours and frequent travel abroad, including weekends.
