Job Overview:
The Senior Project Associate – Infrastructure Support will play a crucial role in providing technical support for the planning, design, implementation, monitoring, and quality assurance of infrastructure-related activities within the IOM mission. This position requires collaboration with various thematic units to ensure compliance with IOM procedures, donor requirements, national regulations, and applicable technical standards. The incumbent will be responsible for conducting technical assessments, site inspections, and feasibility reviews to identify needs and recommend appropriate technical solutions. The role also involves preparing and reviewing technical documents, monitoring construction progress, and coordinating with different units to support timely project implementation. The Senior Project Associate will contribute to project proposals and implementation plans, ensuring all documentation and reporting requirements are met, thereby playing a vital part in the successful execution of infrastructure projects.

Duties and Responsibilities:
The duties and responsibilities of the Senior Project Associate include providing technical support for the planning, design, implementation, supervision, and monitoring of infrastructure construction, rehabilitation, and maintenance projects. The incumbent will conduct technical assessments, site inspections, feasibility reviews, and surveys to identify needs and provide recommendations for technical solutions. They will prepare and review technical documents such as Terms of Reference, technical specifications, engineering designs, drawings, Bills of Quantities (BoQs), cost estimates, and scopes of work. The role also involves reviewing engineering deliverables from consultants and contractors, monitoring construction progress, conducting site visits, and coordinating with various units to ensure timely project implementation. Additionally, the Senior Project Associate will prepare technical assessments, progress reports, quality assurance documentation, and other project management documents required for reporting and coordination.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Civil Engineering, Structural Engineering, Electrical Engineering, Construction Engineering, Architecture, or a related field from an accredited institution, along with four years of relevant professional experience. Alternatively, a High School diploma with six years of relevant professional experience is acceptable. The position requires experience in supporting infrastructure project implementation, construction supervision, design review, or engineering consultancy. Familiarity with rehabilitation, refurbishment, interior works, and technical equipment installation is advantageous. Experience working with construction contractors, consultants, or technical service providers is also beneficial, as is knowledge of national construction regulations and technical standards. Experience with UN or international organizations, government institutions, or development partners is a plus.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as Civil Engineering, Structural Engineering, Electrical Engineering, Construction Engineering, Architecture, or a related discipline from an accredited academic institution. Candidates with a High School diploma may also apply if they have six years of relevant professional experience. This educational foundation is essential for understanding the technical aspects of infrastructure projects and ensuring compliance with engineering standards and regulations.

Experience:
The level of experience needed for the Senior Project Associate position includes a minimum of four years of relevant professional experience in infrastructure project implementation, construction supervision, design review, or engineering consultancy. Candidates with a High School diploma must have six years of relevant experience. Experience in rehabilitation, refurbishment, and technical equipment installation is considered an advantage. Additionally, familiarity with national construction regulations and experience working with UN or international organizations, government institutions, or development partners will enhance a candidate's suitability for this role.

Languages:
Fluency in English and Romanian is required for this position, both oral and written. All IOM staff members are required to be fluent in one of the IOM's official languages, which include English, French, and Spanish. Working knowledge of Russian is desirable and may be beneficial for communication within the organization and with stakeholders. Language proficiency will be specifically evaluated during the selection process, which may include written and/or oral assessments.
