National Consultant to Develop a Package of Methodological and Training Materials

Job Overview:
The National Consultant will play a crucial role in developing a comprehensive package of methodological and training materials aimed at enhancing the multidisciplinary response to cases of violence against women and domestic violence. This position is part of the EVOLVE4GE project, which seeks to improve the prevention of violence against women and domestic violence in Moldova. The consultant will be responsible for creating a Facilitator Guide, training presentations, and participant training packages that incorporate evidence-informed, survivor-centered, gender-responsive, trauma-informed, and inclusive approaches. The consultant will also develop a training evaluation toolkit to assess the effectiveness of the training program. This role requires collaboration with various stakeholders, including the GBV Agency, UN Women, and UNICEF, to ensure that the materials align with national standards and effectively address the needs of women and girls affected by violence.

Duties and Responsibilities:
The consultant will conduct a desk review of existing training materials and resources to inform the development of new methodological and training materials. They will create a package that includes a Facilitator Guide for trainers, PowerPoint presentations, and a participant training package with key concepts, case studies, and practical exercises. Additionally, the consultant will develop a training evaluation toolkit that includes pre- and post-training assessments and participant evaluation forms. The consultant will facilitate consultations with stakeholders to validate the materials and ensure they meet the needs of the target audience. Finally, the consultant will prepare a final report summarizing the work undertaken, key achievements, lessons learned, and recommendations for future implementation.

Required Qualifications:
Candidates must possess a Master's degree in social sciences, gender studies, or a related field. A first-level university degree combined with two additional years of relevant experience may be accepted in lieu of the advanced degree. The consultant should have at least five years of professional experience in the field of ending violence against women and domestic violence or gender equality. Experience in developing curricula, training programs, and methodological tools is essential. Additionally, candidates should have experience engaging with national stakeholders and working with UN agencies or international organizations, which is considered an asset.

Educational Background:
A Master's degree in social sciences, gender studies, or a related field is required for this position. Alternatively, a first-level university degree along with two additional years of qualifying experience may be accepted. This educational background is crucial for understanding the complexities of gender issues and the methodologies required for effective training and capacity development.

Experience:
The position requires a minimum of five years of professional experience in the field of ending violence against women and domestic violence or gender equality. Candidates should have a proven track record in developing and revising training materials and curricula, as well as experience in conducting consultations with various stakeholders, including state authorities and civil society organizations. Previous experience working with UN agencies or donor-funded programs is highly desirable and will enhance the candidate's suitability for this role.

Languages:
Fluency in written and spoken Romanian and English is mandatory for this position. Knowledge of Russian is considered an asset, as it may facilitate communication with a broader range of stakeholders and enhance the consultant's effectiveness in the role.

Additional Notes:
This consultancy is home-based, meaning no travel is required for the assignment. Payments will be made upon certification by UN Women that the deliverables have been satisfactorily performed and approved. The consultant's performance will be evaluated based on criteria such as timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The position emphasizes the integration of gender considerations throughout the assignment, and the consultant is expected to maintain regular communication with the Project Officer regarding deliverables and any challenges that may arise.
