Job Overview: The position of Consultant for Police Oversight Evaluation is crucial for assessing the effectiveness and impact of the OSCE's interventions in the security sector, particularly focusing on police oversight mechanisms. The consultant will conduct a comprehensive analysis of the support provided to police oversight institutions, specifically the Internal Investigation Directorate (IID) and the Police Inspectorate of Kosovo (PIK). The role involves evaluating the effectiveness, relevance, and sustainability of past interventions based on OECD/DAC criteria. The consultant will analyze institutional outcomes and stakeholder perspectives to determine how well these interventions have strengthened investigative practices, transparency, and human rights compliance. The ultimate goal is to provide strategic recommendations and a final evaluation report that will guide future programming and resource allocation within the Kosovo Police system.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including participating in remote meetings with the OSCE activity manager to prepare and submit an Inception Report that outlines the methodology, evaluation framework, data collection tools, and work plan. The consultant will also engage in in-person meetings with beneficiaries and the OSCE activity manager to collect necessary data for the evaluation. Conducting desk research analysis of relevant documents, including project documents and analytical reports, is essential, followed by submitting a draft evaluation report for review. The consultant must prepare and deliver a final evaluation report that addresses comments and suggestions from the OSCE staff. The consultant is expected to adhere to the evaluation plan’s methodology and data collection protocols throughout the process.
Required Qualifications: Candidates must possess an advanced university degree in law, criminology, security studies, human rights, political science, or a related field. A minimum of 7 years of relevant professional experience in evaluating programs related to police reform, internal affairs, or security sector oversight is required. Demonstrated expertise in conducting complex evaluations, particularly focusing on institutional accountability, integrity mechanisms, and human rights compliance in a multi-stakeholder context, is essential. Candidates should have proven knowledge of police oversight frameworks, including the functions of IID and PIK, and strong experience in applying qualitative and quantitative research methodologies. Experience working with international organizations, especially the OSCE or similar entities in the Western Balkans, is considered a significant asset. Excellent analytical, drafting, and reporting skills are necessary, along with strong interpersonal and communication skills to engage effectively with senior police officials and international stakeholders.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as law, criminology, security studies, human rights, political science, or a related discipline. A Bachelor's Degree (First-level university degree or equivalent) is also acceptable, but advanced degrees are preferred to ensure a comprehensive understanding of the complexities involved in police oversight and evaluation.
Experience: The consultant must have a minimum of 7 years of relevant professional experience, specifically in evaluating programs related to police reform and security sector oversight. This experience should include a strong focus on institutional accountability and human rights compliance, demonstrating the ability to navigate complex evaluations in a multi-stakeholder environment. Candidates with experience in the Western Balkans or with international organizations such as the OSCE, UN, or EU will be favored.
Languages: A strong command of English, both written and oral, is mandatory for this position. Proficiency in local languages, specifically Albanian or Serbian, is considered an asset and will enhance the consultant's ability to engage with local stakeholders effectively.
