Job Overview:
The position of International Expert for Promotion Process Training involves engaging a technical expert to modernize the advancement framework of the Kosovo Police (KP). The expert will be responsible for facilitating a three-day training program aimed at enhancing the understanding of HR senior management regarding fair and standardized promotion processes. This role is crucial in ensuring that the promotion system within the KP aligns with international standards of transparency and meritocracy. The expert will focus on developing training methodologies, materials, and delivering the training sessions while emphasizing gender inclusion and equal access for non-majority community officers. The ultimate goal is to produce a merit-based advancement process that strengthens professionalism and operational integrity within the police force.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Developing the training methodology and materials in consultation with the Police Development and Monitoring Section (PDMS) activity manager.
  • Preparing presentation slides and case studies relevant to the training agenda.
  • Delivering a comprehensive three-day training on the promotion process for the Kosovo Police.
  • Conducting pre-evaluations of participants and producing a post-evaluation report with recommendations for further action by the OSCE Mission in Kosovo.
  • Submitting the training materials and agenda for review and incorporating feedback from the PDMS.
  • Ensuring that the training addresses the needs of diverse participants and promotes inclusive practices within the police force.

Required Qualifications:
Candidates must possess a Bachelor’s degree in law, human resources, public administration, social sciences, or a related field. A minimum of ten years of professional experience in human resources management, organizational development, or leadership development within law enforcement or public institutions is required. Additionally, at least five years of experience in designing and delivering training programs related to HR processes, promotion systems, or organizational inclusivity is essential. Proven experience in delivering specialized training on fair and transparent promotion, merit-based evaluation, and inclusive leadership is also necessary. Familiarity with the Kosovo Police structure, HR systems, and legal framework is advantageous, along with demonstrated cultural sensitivity and sound professional judgment.

Educational Background:
The position requires a Bachelor’s degree from a recognized university in a relevant field such as law, human resources, public administration, or social sciences. This educational background is essential to ensure that the expert has the foundational knowledge necessary to understand the complexities of HR processes and the legal framework governing law enforcement in Kosovo.

Experience:
The ideal candidate should have a substantial level of experience, specifically a minimum of ten years in human resources management or related fields. This experience should include at least five years focused on designing and delivering training programs that address HR processes and promotion systems, particularly within law enforcement or public institutions. Previous professional experience with international organizations is highly desirable, as it indicates familiarity with international standards and practices.

Languages:
Fluency in spoken and written English is essential for this position, as all training materials and communications will be conducted in English. While not mandatory, knowledge of additional languages relevant to the local context may be considered an asset, enhancing the expert's ability to engage with diverse participants.

Additional Notes:
The contract for this position is classified as a Special Service Agreement (SSA) for a consultant role, with a total duration of 6 working days. The consultant will be expected to deliver training from June 17 to June 19, 2026, with preparatory work leading up to this date. The remuneration package will be based on the consultant's qualifications and experience, in accordance with the established rates of the OSCE.
