Job Overview:
The position of Consultant for Training on Ethics and Integrity is designed to enhance the capabilities of officers from the Kosovo Police Internal Investigations Directorate (IID) through a comprehensive five-day training program. The training aims to strengthen participants' understanding of ethical standards in policing and improve their ability to conduct impartial and professional investigations into misconduct. The consultant will be responsible for developing training methodologies, preparing materials, and delivering the training sessions. The overarching goal is to equip law enforcement personnel with the necessary skills to uphold integrity and accountability within their operations, thereby reinforcing public trust in the police force. The consultant will work closely with the Police Development and Monitoring Section (PDMS) to ensure that the training aligns with the strategic objectives of the OSCE Mission in Kosovo.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:
  • Developing the training methodology and materials in consultation with the PDMS activity manager, ensuring that the content is relevant and effective.
  • Preparing presentation slides and case studies that will facilitate learning and engagement during the training sessions.
  • Delivering a five-day training program focused on ethics and integrity for the Internal Investigators of the Kosovo Police, ensuring that the training is interactive and practical.
  • Producing a pre- and post-training evaluation report that summarizes the training outcomes and provides recommendations for further action by the OSCE Mission in Kosovo.
  • Submitting the training agenda and materials for review and incorporating feedback from the OSCE Project manager to finalize the content.
  • Conducting the training for a group of 20 participants, ensuring that all learning objectives are met and participants are actively engaged.
  • Delivering a comprehensive evaluation report that captures observations and insights from the training, contributing to the ongoing development of law enforcement capabilities in Kosovo.

Required Qualifications:
Candidates must possess a Bachelor’s degree in law, social sciences, criminal justice, or a related field. Additionally, a minimum of ten years of professional experience in areas related to ethics, integrity, internal investigations, or police oversight is required. At least five years of experience in designing and delivering training programs specifically for law enforcement agencies or internal oversight bodies is essential. Proven experience in delivering specialized training courses on ethics, integrity, professional standards, or internal investigations is necessary. Previous professional experience with international organizations is highly desirable, as is knowledge of the Kosovo policing context and legal framework. Candidates should demonstrate cultural sensitivity, sound professional judgment, and experience in capacity-building or institutional development roles within law enforcement. Excellent spoken and written English is mandatory, along with strong interpersonal skills and the ability to work collaboratively with diverse teams.

Educational Background:
The educational background required for this position includes a Bachelor’s degree from a recognized university in fields such as law, social sciences, criminal justice, or a closely related discipline. This foundational education is critical for understanding the complexities of policing, ethics, and legal frameworks relevant to the role.

Experience:
The position requires a substantial level of experience, specifically a minimum of ten years in professional roles related to ethics, integrity, internal investigations, or police oversight. Candidates should have at least five years of experience in designing and delivering training programs tailored for law enforcement agencies or internal oversight bodies. This extensive experience is crucial for ensuring that the consultant can effectively engage with participants and deliver high-quality training that meets the needs of the Kosovo Police.

Languages:
Proficiency in English is essential for this position, as all training materials and communications will be conducted in this language. While English is mandatory, knowledge of additional languages, particularly those spoken in Kosovo, may be considered an advantage but is not required.
