The United Nations High Commissioner for Refugees (UNHCR) is the UN Agency dedicated to protecting rights and seeking durable solutions for refugees worldwide. Established to address the needs of refugees, UNHCR operates in over 125 countries, providing assistance and protection to those who have been forcibly displaced. The organization opened a National Office in Honduras in 2015 to enhance its protection work in the region, particularly as part of the UNHCR's Regional Protection and Solutions Strategy for the countries in the North of Central America (NCA). The office in Tegucigalpa was elevated to a Country Office in 2020, reflecting the growing need for support in a country characterized by high levels of violence and internal displacement. UNHCR's operational budget in Honduras is significant, with 45% implemented directly by the agency and the remaining 55% through partnerships with local organizations. Currently, there are 14 Partnership Agreements in place, with expectations for growth in the number of agreements as new proposals are approved by donors. UNHCR's work in Honduras includes implementing cash-based interventions to assist refugees and internally displaced persons, as well as developing protection networks to provide alternatives close to home. The organization is committed to harmonizing indicators across partners and aligning with the UN Cooperation Framework to ensure effective support for those in need.

Job Overview:
The Programme Assistant plays a crucial role in supporting the UNHCR's mission by assisting in the management and implementation of programs aimed at protecting refugees and internally displaced persons in Honduras. This position involves working closely with senior program staff and other relevant sections to ensure that program objectives are met in accordance with UNHCR's guidelines and regulations. The Programme Assistant is expected to engage with various stakeholders, including partners and community members, to gather information, monitor program activities, and fulfill administrative requirements. The role requires a strong understanding of the Program Management Cycle and the ability to work collaboratively within a multi-functional team (MFT) framework. The Programme Assistant will be responsible for tracking and monitoring program activities, ensuring compliance with donor requirements, and supporting project development and implementation. This position is vital for maintaining the operational integrity of UNHCR's programs in Honduras, particularly in a context marked by high levels of violence and displacement.

Duties and Responsibilities:
The Programme Assistant will be responsible for a variety of tasks, including but not limited to: providing administrative support for routine services and activities within the program; assisting in the selection and documentation of partners in accordance with UNHCR's policies; ensuring timely establishment and monitoring of partnership agreements; contributing to the monitoring of activities implemented through partnerships; ensuring compliance with audit requirements; utilizing UNHCR's corporate tools for planning, budgeting, implementation, and reporting; actively participating in the improvement of programming tools and processes; and performing other duties as required. The Programme Assistant will also maintain up-to-date records of the monthly costs of direct implementation, support purchasing processes, and assist in monitoring agreements with partners. Additionally, the role involves supporting the strategic planning of assigned offices and tracking cash-based intervention deliveries and evaluations.

Required Qualifications:
Candidates must possess a minimum of 1 year of relevant experience, which can be achieved with a High School Diploma or a Bachelor's degree or equivalent. Essential qualifications include demonstrated experience in program management and the Operation Management Cycle, as well as proficiency in computer skills, particularly in MS Office with advanced Excel capabilities. Desirable qualifications include training relevant to the position, such as Programme Management Level 1, and experience in program management training and capacity-building activities. Familiarity with databases and analytical tools is also highly valued, as is the ability to manage agreements with partners and direct implementation processes effectively.

Educational Background:
The educational requirements for this position include a High School Diploma or a Bachelor's degree or equivalent in a relevant field. Candidates with additional certifications in areas such as Business Administration, law" style="border-bottom: 1px dotted #007bff !important;">International Law, or Social Sciences may be preferred. Training related to program management and UNHCR's operational frameworks is also beneficial.

Experience:
The position requires candidates to have at least 1 year of relevant experience in program management or related fields. Essential experience includes demonstrated involvement in the Operation Management Cycle and familiarity with project development and implementation processes. Experience working with NGOs, humanitarian organizations, or development organizations is highly valued, particularly in roles that involve monitoring and evaluation, financial management, and the use of project databases.

Languages:
Proficiency in Spanish at a B2 level is mandatory, as is proficiency in English at a B2 level. These language skills are essential for effective communication within the organization and with external stakeholders. Knowledge of additional languages may be considered an asset but is not required for this position.
