The United Nations Secretary-General is the highest-ranking official in the UN Secretariat and serves as the organization's chief administrative officer. The Secretary-General leads the Secretariat, which carries out the day-to-day work of the United Nations. The role combines international diplomacy, organizational leadership and administration.
Major responsibilities include:
Managing the UN Secretariat.
Supporting the work of the General Assembly and other UN organs.
Bringing matters that may threaten international peace and security to the Security Council's attention.
Conducting diplomatic engagement and supporting conflict prevention.
Representing the United Nations in international affairs.
Coordinating organizational priorities and management.
The Secretary-General is appointed by the General Assembly on the recommendation of the Security Council, under the process established by the UN Charter.
Not in the same direct managerial sense.
The UN system includes funds, programmes and specialized agencies with their own governing bodies and executive leaders. For example:
FAO is led by a Director-General.
WHO is led by a Director-General.
UNICEF is led by an Executive Director.
UNDP is led by an Administrator.
UNESCO is led by a Director-General.
These organizations cooperate within the UN system, but their leadership and governance arrangements differ. The Secretary-General does not personally supervise every employee of every UN organization as though they were all in one department.
For UN Secretariat staff, the Professional and Director categories include grades such as P-1 through P-5 and D-1 and D-2. These are different from the organization's top political and executive appointments.
The Secretary-General is the chief administrative officer at the head of the Secretariat; the position is not simply another standard P- or D-level staff grade.
The appointment of a successor requires the UN's established selection process. Candidates and political support can change during that process, so the official UN announcements should be consulted for confirmation of the final appointment.
