Job Overview:
The MEAL Director position is a critical role within the anticipated five-year USAID-funded RENDA VERDE project in Mozambique. This project aims to enhance community benefits from Biodiversity conservation areas while promoting sustainable practices that benefit local populations. The MEAL Director will be responsible for leading the Monitoring, Evaluation, Accountability, and Learning (MEAL) components of the project, ensuring that robust systems are in place to measure program performance and promote accountability. The role involves designing and implementing tools and methodologies to track and evaluate the project's impact and success, working closely with the Chief of Party, technical teams, and USAID to meet donor requirements. This position is essential for fostering a culture of Continuous Learning and improvement within the project, ensuring that Data Collection and reporting processes are efficient and effective.

Duties and Responsibilities:
The MEAL Director will lead the Design and implementation of the project's MEAL strategy in accordance with USAID guidelines. Responsibilities include overseeing project management and implementation, developing comprehensive monitoring and evaluation frameworks, and ensuring the quality and integrity of data collection processes. The MEAL Director will coordinate the preparation of reports for USAID, strengthen the capacities of sub-award organizations and SMEs in MEAL, and establish mechanisms for accountability to stakeholders. Additionally, the role involves leading the MEAL team, providing coaching and Capacity Building, and supporting the Chief of Party in project evaluations. The MEAL Director will also ensure the application of global best practices in MEAL and facilitate stakeholder engagement to gather feedback on project performance.

Required Qualifications:
Candidates must possess a Master’s degree in statistics, Data Management, public health, international development, economic development, or a related field. A minimum of 8-10 years of relevant senior experience in international development is required, particularly in roles such as MEAL director or program director on large humanitarian or Development Projects. Proven experience in quantitative and qualitative research methods, survey design, and statistical data Analysis is essential. Familiarity with USAID M&E guidelines and strong Data Visualization and report writing skills are also necessary. Candidates should demonstrate experience in managing MEAL components in relevant sectors and have strong interpersonal and negotiation skills.

Educational Background:
A Master’s degree in a relevant field such as statistics, data management, public health, international development, or economic development is required for this position. This educational background is crucial for understanding the complexities of monitoring and evaluation in international development contexts and for effectively leading MEAL initiatives.

Experience:
The position requires 8-10 years of senior-level experience in international development, specifically in roles related to monitoring, evaluation, accountability, and learning. Candidates should have a proven track record in managing MEAL components of large-scale humanitarian or development projects, demonstrating expertise in both quantitative and qualitative research methods, as well as experience in project evaluation and reporting.

Languages:
Fluency in English, both spoken and written, is mandatory for this position. Strong oral and written communication skills are essential, as the MEAL Director will need to convey complex technical information to non-technical audiences. Knowledge of additional languages relevant to the local context may be considered an asset but is not explicitly required.
