Job Overview:
The Head of Finance, Contracts and Compliance position is critical for the effective setup, development, and management of the Nabni support functions within NRC. This role involves acting as a deputy to the Grant Facility Director and ensuring that the support functions align with the strategic goals of the Nabni Facility. The individual in this position will be responsible for providing quality and timely support to Project Implementation, which includes technical assistance and Capacity Development for key support staff of partner organizations. The role also encompasses the facilitation of master budget development, management of fiduciary risks, and ensuring compliance with NRC policies and donor requirements. The Head of Finance, Contracts and Compliance will play a vital role in developing finance, procurement, contracting, and risk management guidelines that adhere to donor requirements, thereby ensuring the effective use of funds and resources.
Duties and Responsibilities:
- Facilitate the strategic input of the support function into the development of the Nabni Facility strategy and action plan.
- Ensure quality and timely support to project implementation, including technical assistance and capacity development for partners’ key support staff.
- Oversee the development of the master budget, assessing and monitoring costs and resource allocation needs of the Fund Management Unit.
- Manage and report on Nabni’s fiduciary and system-related risks, ensuring compliance with NRC policies, guidelines, donor, and audit requirements.
- Develop relevant finance, procurement, contracting, risk management, and compliance guidelines, systems, and tools that incorporate donor requirements.
- Establish and manage vetting procedures for the Facility and its partners in line with donor requirements.
- Coordinate monitoring activities by third parties regarding compliance, accountability, and transparency of the Facility's use of funds and resources, including regular audits of financial aid.
- Oversee procurement and Contract Management under the Facility, including that of learning partners.
- Contribute to the Design of Calls for Proposals (CfP) processes, focusing on financial and management capacity requirements in collaboration with the delivery team. 1
- Contribute to the Facility’s Knowledge Management and learning initiatives.
Required Qualifications:
- Minimum of 4 years’ experience in a senior management position, such as Head of Support or Deputy Chief of Party, within a humanitarian or development organization, with demonstrated experience in compliance and development of support systems.
- Prior experience in overseeing support functions in the context of Fund Management/NGO Grant Facilities is preferred and considered a strong advantage.
- Specific knowledge of KfW rules and regulations is advantageous.
- Experience working in complex and volatile contexts, particularly in the MENA region (Iraq, Lebanon, Jordan, Palestine, Yemen, Libya, Syria), is an added advantage.
- Expertise in resource allocation and cost management.
Educational Background:
A relevant educational background is required, typically including a degree in finance, business Administration, or a related field. Advanced degrees or certifications in finance or project management may be preferred.
Experience:
Candidates should possess a minimum of 4 years of relevant experience in senior management roles, particularly in finance and procurement within humanitarian or development organizations. Experience in compliance and the development of support systems is essential, with a strong preference for candidates who have worked in Fund Management or NGO Grant Facilities. Familiarity with the MENA region and its challenges is highly desirable.
Languages:
Fluency in English, both written and verbal, is mandatory. Proficiency in Arabic is considered a strong advantage, as it will facilitate communication with local partners and stakeholders in the region.
Additional Notes:
This position is based in Amman, Jordan, and is classified as a family duty station. The role requires approximately 30% travel to countries within the Middle East and North Africa region based on operational needs. The salary and benefits are aligned with NRC’s Grade 11 salary scales, which include comprehensive terms and conditions.
