Job Overview:
The Deputy Chief of Party (DCOP) will play a crucial role in the management and technical direction of a 5-year supply chain system strengthening project in Uganda. This position is responsible for ensuring that the project’s staffing aligns with its vision, goals, and plans to achieve desired results. The DCOP will work closely with the Chief of Party (COP) to coordinate technical services, harmonize efforts, and maximize synergy across various project program areas. The role requires setting a positive tone for the project, inspiring staff to adopt results-based approaches, and ensuring timely delivery of high-quality services to clients. The DCOP will also be responsible for producing documentation of project successes and lessons learned for both local and international audiences, as well as preparing quarterly reports.
Duties and Responsibilities:
The DCOP will provide technical leadership and managerial oversight for the project, ensuring efficient implementation of activities and timely reporting to donors and MSH headquarters. Responsibilities include coordinating project liaison and collaboration with partners, donors, USAID country missions, clients, and stakeholders. The DCOP will serve as a member of the Uganda Leadership Team and work with the Finance and Administration Director to implement Management Systems and standard operating procedures. The role involves promoting a team-oriented approach that emphasizes high performance and creative solutions, advising the COP on human resources alignment with project work plans, and guiding project staff in leveraging resources through partnerships. The DCOP will also direct efforts to write concept notes and new programs to address emerging health challenges and contribute to a knowledge management system that shares learning and influences new programming.
Required Qualifications:
Candidates must possess an advanced degree at the master's level or above in social science, public health, or a related field. A minimum of 8 years of experience in managing international Development Projects is required, with specific expertise in public health-supporting supply chains in Uganda. Familiarity with public policy and government institutions related to supply chain management is essential. Candidates should have demonstrated experience in Program Management, contract compliance, and a strong preference for experience with USAID projects. At least 5 years of supervisory experience is required, along with a proven track record of building teams and fostering collaboration. Strong communication, negotiation, and Conflict Management skills are also necessary.
Educational Background:
An advanced degree at the master's level or above in social science, public health, or another relevant area is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical understanding of the complexities involved in public health and supply chain management.
Experience:
Candidates should have a minimum of 8 years of experience in the implementation and management of international development projects, with a strong preference for 10 years of progressively responsible experience. This experience should include demonstrated subject-matter expertise in public health-supporting supply chains in Uganda, as well as familiarity with USAID regulations and administrative procedures in donor-assisted projects. The role requires a proven ability to build and maintain relationships with senior-level colleagues and stakeholders, particularly in government agencies and donor organizations.
Languages:
Fluency in English is required for this position. This proficiency is essential for effective communication with stakeholders, reporting, and documentation of project activities. While English is mandatory, knowledge of additional local languages may be considered an asset but is not explicitly required.
