Job Overview:
The Deputy Chief of Party (DCOP) will play a crucial role in the anticipated USAID Ethiopia Resilience in Pastoral Areas (RIPA) II project, which is a five-year initiative aimed at improving the resilience capacities of households, markets, and governance institutions across Ethiopia. The DCOP will report directly to the Chief of Party (COP) and will be responsible for providing management and Technical Support in the implementation of the project. The DCOP will oversee technical teams and ensure that project activities align with the approved workplan and budget, while also meeting targets for achievement and providing high-quality technical assistance to various stakeholders.
Duties and Responsibilities:
The Deputy Chief of Party will have a wide range of responsibilities, including overseeing technical project activities, supervising and mentoring key program technical staff and consultants, and ensuring that project activities are executed in accordance with global and local best practices for resilience. The DCOP will conduct regular site visits to monitor project progress, hold monthly and quarterly project review sessions to assess performance, and build strong working relationships with stakeholders. Additionally, the DCOP will assume the role of Chief of Party when the COP is unavailable, work with senior staff to ensure accurate financial reporting to USAID, and represent Global Communities at meetings with local stakeholders. The role requires a commitment to promoting the organization's values and ensuring that all project staff embody these values in their work.
Required Qualifications:
Candidates must possess a Master’s degree (or equivalent) in a relevant discipline such as international development, Agriculture, economic development, or rural development, along with a minimum of 8 years of experience managing multi-sectoral projects. Alternatively, a Bachelor’s degree in a related field with at least 10 years of experience is acceptable. Experience in East Africa, particularly in Ethiopia, is preferred, along with proven leadership experience in administering international donor-supported programs. Knowledge of USAID rules and regulations, as well as experience working with local government officials and organizations in the resilience sector, is strongly preferred. Candidates should also demonstrate effective communication skills and the ability to lead multi-disciplinary teams.
Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in a discipline related to international development, agriculture, economic development, or rural development. A Bachelor’s degree in a similar field is also acceptable, provided the candidate has significant relevant experience. The emphasis is on candidates who have a strong academic foundation in areas that relate to food security, livelihoods, and Disaster Risk Management.
Experience:
The position requires a minimum of 8 years of experience for candidates with a Master’s degree, or 10 years for those with a Bachelor’s degree, in managing multi-sectoral projects. This experience should include increasing responsibilities and duties in fields related to food security, livelihoods, inclusive market systems, and disaster risk management. Preference will be given to candidates with experience in East Africa, particularly Ethiopia, and those who have held leadership positions in similar international donor-supported programs.
Languages:
Full Professional Proficiency in spoken and written English is mandatory for this position. While English is the primary language required, knowledge of local languages may be considered an asset, particularly for effective communication with local stakeholders and communities.
