Job Overview:
The Country Manager plays a pivotal role in the Department of Programmes, which is responsible for the management and Coordination of IDLO's global programme portfolio. This position involves direct supervision by the Regional Programme Manager (RPM) and requires the Country Manager to engage with various stakeholders, including government officials, donors, and civil society. The Country Manager is tasked with establishing IDLO's presence in the country by identifying opportunities, securing resources, and ensuring high-quality execution of programmes. This role encompasses overall responsibility for operational and programmatic activities, Financial Management, and compliance with IDLO's quality standards. The Country Manager will also lead the development of country strategies aligned with IDLO's global priorities and oversee the management of the Country Office, ensuring effective team leadership and collaboration.

Duties and Responsibilities:
The Country Manager's duties include representing IDLO before senior government officials and the international community, coordinating program activities with the Moldovan Government, and managing the overall programme portfolio. Responsibilities also involve overseeing the implementation of work plans, analyzing potential delays, and proposing necessary adjustments. The Country Manager will review Financial Reporting, provide Technical Support, supervise donor narrative reports, and lead the development of country strategies. Additionally, the Country Manager will identify new programme opportunities, maintain relationships with stakeholders, and oversee the Design of implementation plans. Effective team leadership, monitoring of contracts, and addressing security and political issues affecting programme implementation are also key responsibilities.

Required Qualifications:
Candidates must possess a graduate degree or equivalent in international development, law, public Administration, business administration, public policy, or relevant social sciences. A minimum of 10 years of progressively responsible professional experience within an international organization, particularly in designing and implementing complex programmes, is required. Proven managerial and supervisory experience in human and financial Resource Management, along with a strong track record in programme management and administration, is essential.

Educational Background:
The educational background required for this position includes a graduate degree or equivalent in fields such as international development, law, public administration, business administration, public policy, or other relevant social sciences. This educational foundation is crucial for understanding the complexities of programme management and the legal frameworks within which IDLO operates.

Experience:
The position requires a minimum of 10 years of relevant professional experience, particularly within an international organization. Candidates should have a proven track record in designing and implementing complex programmes, as well as experience in a managerial and supervisory capacity. This level of experience is necessary to effectively lead and manage the diverse responsibilities associated with the Country Manager role.

Languages:
Full professional competence in written and verbal communication skills in English is mandatory. Proficiency in additional languages may be considered an asset, enhancing the ability to engage with a broader range of stakeholders and partners in the region.

Additional Notes:
The selected candidate will receive an Affiliate contract for 12 months, with the possibility of extension based on performance and funding availability. The position offers a yearly basic salary of USD $99,540, along with a comprehensive benefits package that includes provident fund contributions, medical and mission insurance, and leave entitlements as per IDLO Employee Regulations and Rules. Relocation and installation support are also provided for internationally recruited employees.
