Job Overview:
The Country Director (CD) for Mercy Corps in South Sudan is a visionary leader responsible for managing all programming and operations within the country. This role involves developing and implementing high-impact, multi-sector programming that aligns with community needs and donor expectations. The CD will oversee the delivery of programs that integrate Humanitarian Assistance with long-term development goals, ensuring accountability to both program participants and donors. The position requires a strategic approach to resource mobilization, partnership building, and adapting programs to respond to changing contexts, including environmental and climate challenges. The CD will also be responsible for fostering a culture of trust, diversity, and inclusion within the team, while ensuring that all operations adhere to Mercy Corps' organizational commitments.
Duties and Responsibilities:
The Country Director will have a wide range of responsibilities, including:
- Developing and communicating a clear vision for program goals and strategies.
- Leading the implementation of the Country Strategy Plan and Annual implementation plan.
- Engaging with local authorities, stakeholders, and donors to secure resources for impactful programs.
- Collaborating with regional teams to enhance Mercy Corps' expertise and profile.
- Managing a high-performing team, focusing on Capacity Building and Career Development.
- Ensuring program quality and adherence to Mercy Corps' Program Management Minimum Standards.
- Influencing development priorities through outreach and engagement with key partners.
- Overseeing financial and operational management, ensuring compliance with policies and procedures.
- Managing security and safety protocols for the team and assets. 1
- Reporting directly to the Regional Director and working closely with various departments to ensure accountability and effective program delivery.
Required Qualifications:
Candidates must possess a BA/S or equivalent in a relevant field, with an MA/S preferred. They should have 7-10 years of field experience in international relief and development programs, including a proven track record in managing large, complex programs. A minimum of 5 years in senior-level leadership roles is required, along with experience in Emergency response and knowledge of Sphere standards. Candidates should demonstrate success in working with government and NGO partners in complex environments, possess internationally recognized qualifications in project management, and have strong financial and Grants Management skills. Excellent communication skills in English, both oral and written, are essential, as is the ability to work effectively in diverse teams.
Educational Background:
The educational background required for this position includes a BA/S in a relevant field, with a preference for candidates holding an MA/S. The educational qualifications should align with the responsibilities of managing complex programs and leading teams in challenging environments.
Experience:
The position requires 7-10 years of relevant field experience in international relief and development, with a focus on managing large-scale programs. Candidates should have at least 5 years of senior-level leadership experience, demonstrating the ability to respond to emergencies and manage transitional development programs effectively. Previous experience in insecure environments is highly preferred, as is a strong understanding of program management and resource mobilization.
Languages:
Fluency in English is mandatory, with excellent oral and written communication skills required. While English is the primary language for this position, knowledge of local languages may be considered an asset but is not mandatory.
