Job Overview:
The Country Director for Yemen is a pivotal role that encompasses high-level Program Management, operational oversight, and official representation of Mercy Corps in Yemen. This position requires a dynamic leader who can provide strategic vision and manage complex multi-sector programs. The Country Director will ensure compliance with donor regulations and maintain strong relationships with external stakeholders, including donors and local authorities. The role also involves direct oversight of program strategy, implementation, and quality, as well as active participation in portfolio management and growth.

Duties and Responsibilities:
The Country Director will be responsible for setting and communicating a clear vision for Mercy Corps’ operations in Yemen, leading the development and implementation of strategic plans, and pursuing new opportunities for innovative programming. They will oversee the Design, implementation, and monitoring of multi-sector programs, ensuring they are delivered on time, within scope, and budget. The role includes supporting and mentoring teams, leading strategic Business Development efforts, and ensuring adherence to Mercy Corps’ policies and standards. Additionally, the Country Director will represent Mercy Corps to various stakeholders, manage financial processes, and ensure robust Security protocols are in place to protect staff and assets.

Required Qualifications:
Candidates must possess an MA/S or equivalent in a relevant field, with at least 5 years of continuous experience in portfolio or country management, including technical design and implementation of Food Security and livelihoods programming. A minimum of 2 years of experience in Humanitarian Response in complex contexts with international NGOs is required. Experience in the Middle East is preferred, and proficiency in Arabic is strongly preferred. Candidates should have strong management, mentorship, and leadership skills, as well as excellent oral and written English skills. Understanding donor regulations and compliance is essential, along with the ability to work under pressure and manage multiple deadlines.

Educational Background:
An advanced degree (MA/S or equivalent) in a relevant field is required for this position. This educational background should ideally be complemented by practical experience in the field of humanitarian assistance, program management, or related areas.

Experience:
The position requires at least 5 years of continuous experience in portfolio and/or country management, with a focus on technical design and implementation of food security, livelihoods, and market systems development programming. Additionally, candidates should have at least 2 years of experience in humanitarian response within complex contexts, particularly with international NGOs. Experience as a Director of Programs or in a similar role is a strong advantage.

Languages:
Proficiency in English is mandatory, with strong oral and written communication skills. Arabic language skills are strongly preferred, as they will facilitate better communication and understanding within the local context. Knowledge of other languages may also be beneficial but is not required.

This position is based in Yemen, which is classified as an unaccompanied duty station. The role is full-time and involves significant responsibilities, including leading a senior management team and ensuring accountability to program participants and stakeholders.
