Job Overview:
As the Chief of Party II, you will be responsible for providing vision, leadership, and overall management of a USAID Resilience Food Security Activity (RFSA) project aimed at serving the poor and vulnerable populations. Your role will involve strategic leadership and management to ensure high-quality programming, effective stewardship of project resources, and the advancement of CRS's position as a leading humanitarian and development agency in Uganda. You will also be tasked with proactively managing security and mitigating risks associated with the project, ensuring that all operations align with CRS's mission and values.

Duties and Responsibilities:
Your responsibilities will include leading the implementation and consolidation of the RFSA project, ensuring it meets donor expectations for timely and quality results. You will serve as the primary contact for USAID BHA and other stakeholders, ensuring effective Coordination between program and operations teams. You will manage senior programming and operations talent, oversee the development of staffing plans, and ensure compliance with USAID grants. Additionally, you will represent CRS in international circles, manage relationships with consortium partners, and create a conducive environment for learning and development within the team. You will also be responsible for identifying performance gaps and training opportunities, ensuring that all staff adhere to safety and Security Policies, and promoting the efficient use of agency and donor resources.

Required Qualifications:
Candidates must possess a Master’s degree in international development, international relations, or a relevant technical area, with a PhD preferred. A minimum of 10 years of experience in leading food security and resilience programs targeting extremely poor households in low-resource environments is required. Proven leadership skills in managing large, complex USAID activities and experience in developing countries facing complex contexts are essential. Candidates should also demonstrate excellent communication skills, technical expertise in food security and livelihoods, and experience in recruiting and managing staff.

Educational Background:
The position requires a Master’s degree in international development, international relations, or a relevant technical area, with a preference for candidates holding a PhD. This educational background is crucial for understanding the complexities of food security and resilience programming in challenging environments.

Experience:
Candidates should have at least 10 years of experience leading the implementation of food security and resilience programs, particularly in low-resource settings. Experience managing large USAID activities and teams in remote or challenging contexts is essential. Familiarity with Uganda’s social, political, economic, and cultural landscape is preferred, along with a demonstrated ability to build relationships with various stakeholders.

Languages:
Professional proficiency in English is mandatory, while knowledge of Luganda is considered an asset. This linguistic capability is important for effective communication with local communities and stakeholders.

Additional Notes:
The position is based in Uganda, with up to 50% travel to project sites anticipated. This role is contingent upon donor funding and approval of the candidate.
